Synopsis of Previous Council action:
Sept. 9, 1985 Mayor and Common Council approved the recommendations of the
Library Ad Hoc Committee which included funding for interior/
exterior signage for the Norman F. Feldheym Central Library.

STAFF REPORT
The signage for the Norman F. Feldheym Central Library was deleted from the
original construction package for an $8,000 credit allowance with the intent
it would be obtained less expensively at a later date through the Purchasing
Department. Specifications were issued by the City on February 28, 1986, and
the following bids were received on Friday, March 21:
EXPRESS SIGNAGE, VAN NUYS, CA. (Partial)
METAL DECOR, SPRINGFIELD, ILL. (Partial)
MONUMENTAL BRONZE, SAN BERNARDINO, CA. (Partial)
SOUTH COAST RUBBER STAMP, SAN BERNARDINO, CA.

Because each of the firms varies in their specializations, only South Coast
Rubber Stamps bid on every item specified. Recognizing the bids far exceeded
the available budget, the Purchasing Department reviewed the submittals with
the Library staff and the following recommendations resulted:
Bronze signage:
Award to Monumental Bronze as low bidder on
these specialized items

Etched portrait plaques:
Delete frpm the bid package and obtain
funding through local sponsors
[ 1,500.00 ]
Pole signs: (4):
Delete from the bid package and redesign
specifications for a later date.

Interior signage:
Award to South Coast Rubber Stamp Co.

These recommendations comply with the general specifications of the bid package
which included: The City of San Bernardino may, at its own discretion, consider
or deny any deviation and purchase the equipment which best suits its intended
usage. The City Of San Bernardino reserved the right to accept or reject any and
all bids and to award a contract to the bidder who best meets City requirements.
The City Of San Bernardino reserved the right to purchase more or less than the
quantities specified, at unit prices bid. The City of San Bernardino reserved
the right at its own discretion to award separate contracts for each category
or award one contract for furnishing and delivering of all equipment in all
categories.
These recommendations include positive benefits for the City. (1.) They bring
in the signage program within budget. (2.) Several bidders rather than just one
get a part of the toatl package. (3.) By using local firms, the City will be
assured easy access to additional compatible signage as requ~~~~ time to time

BRONZE FOR THE FURNISHING AND DELIVERY OF BRONZE SIGNAGE TO BE UTILIZED BY
3 THE NORMAN F. FELDHEYM CENTRAL LIBRARY IN ACCORDANCE WITH BID SPECIFICATION

5 BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BER-
NARDINO AS FOLLOWS:

SECTION 1. Monumental Bronze is the lowest and best bidder for the
8 furnishing and delivery of the Bronze Signage in accordance with the Bid
9 Specification F-86-15 for the total amount of $3,717.26; pursuant to this
10 determination, the Purchasing Agent is hereby authorized and directed to
11 issue a purchase order for said Bronze Signage to said lowest and best
12 bidder; such award shall only be effective upon the issuance of a purchase
13 order by the Purchasing Agent; and all other bids therefor are hereby rejected.
14 I HEREBY CERTIFY that the foregoing resolution was duly adopted by the
