CI~Y OF SAN BERNARD~O - REQU&T FOR COUNCIL AC~ON
STAFF REPORT
Over the past year there has been a growing recognition that the dropout
rate among our community's high school student population is a significant
problem. Studies indicate nearly one of two Hispanic students in San Ber-
nardino drop out of school before receiving a high school diploma. The
Mayor and Common Council acting through the Redevelopment Agency have award-
ed funds to combat the problem in a cooperative effort with the San Bernardino
City Unified School District.
During the past twelve months the Villasenor Library Citizens Task Force
reviewed the services and potential of the branch library and they recom-
.mended the Library provide formal education programs to help young people
succeed in school, and that such programs should include research skills,
study skills, bilingual and bicultural materials, computer skills and
career guidance.

The Library Board committed itself to provide a reading program for high
school age youngsters with appropriate monitoring and incentives, ranging
from donations of phonograph records to free movie passes and pizza parties.
In addition the grant includes a work study component that will develop
specific work related skills for students actively seeking their G.E.D.
The proposed application represents no continuing expense to the City
upon the conclusion of the project. The San Bernardino City Unified School
District has reviewed the proposal and supports it on the basis that it
complements their efforts rather than duplicates existing programs.
