03/85 Resolution No. 85-111 adopted authorizing filing of an application for
Gran t with EDA.
09/85 Plans approved and authorization granted to advertise for bids.
09/85 -- Allocation of $293,000 approved in the Street Construction Fund, under
Account No. 242-362-57366 to finance the Local Agency share.
11/18/85 -- Resolution No. 85-492 adopted awarding a contract for the low bid price
of $490,777.60.

Change Order No. One approved to authorize the Contractor to furnish
steel piling material and weld to each side of steel pipe web, at an

Recommended motion:
1. That Change Order No. Four to the contract with Bonadiman-McCain, Inc.,
for the construction of a bridge on San Timoteo Creek, at Hospitality
Lane, in accordance with Pl an No. 6653 and EDA requi rements, be approved;
to authorize changes in final quantities from that estimated, change
orders on a time & material basis and particularly Bid Items 6, 15 & 22
and Contract Change Order No. Three that varied by more than 15%, at a
net increase in contract price of $13,804.84, from $517,929.29 to
$531,734.13.
2. That the work performed by the Contractor, in accordance with Specifi-
cation No. 6653, be approved and accepted and that final payment be
authorized at the expiration of the lien period.

Change Order No. Two approved to authorize the Contractor
to perform all work necessary to construct grouted rip rap
protection at an estimated increase in the contract price of
$44,212.60, from $491,466.69 to $535,679.29
Supplement to Change Order No. Two approved to authorize the
elimination of grout to the rip rap protection and reduction
of the estimated increase to the contract by change order
No. Two by approximately $20,000, from $535,679.29 to
$515,679.29.
Change Order No. Three approved to authorize Contractor to
furnish and install chain link fences and gates on a time and
material basis and as directed by the Engineer, at an estimated
increase in contract price of $2,250.00, from $515,679.29 to
$517,929.29.

STAFF REPORT
Final bid quantities for Bid Items and contract Change Orders that
have increased or decreased by 15% must be approved by a balancing change
order. This is a requirement of the Economic Development Administration,
the funding agency for the San Timoteo Bridge Project.
Bid Item No.6, Aggregate Base, increased by 20% (550 tons) due to
unsuitable soils being discovered during construction. The Soils Engineer
changed the structural section of the street by increasing the aggregate
base from II inches to 16 inches in depth between stations 5+00 and 8+17,
at an increase in contract cost of $4,312.00.
Bid Item No. 12, Reinforcing Steel Bars, was underestimated by the
design engineer. Actual steel quantities exceeded the estimate by 20%
(13,661 lbs) at an increase in contract cost of $6,830.50.
Bid Item No. 22, Concrete Block Wall, was deleted from the contract.
During construction it was discovered that the wall was unnecessary as the
fill to be placed could be sloped safely without utilizing the retaining wall.
Contract Change Order No. Three approved chain link fencing and two
drive gates, as required by the San Bernardino County Flood Control District.
This work was done on a time and material basis at an estimated amount of
$2,250.00. The actual cost of this work was $3,177.39.
The extension of Hospitality Lane and construction of the bridge over
San Timoteo Creek was satisfactorily completed May 23, 1986.
The contract was awarded for the low bid price of $490,777.60. The
actual final contract price is $531,734.13, due to the requirements by the
San Bernardino County Flood Control District for slope protection and chain
link fencing and increased quantities in aggregate base and reinforcing steel.
The total increase of 8% is within the 10% contingencies of the low bid cost
of the contract.
We recommend that the work be approved and accepted and that final
payment be authorized.
