STAFF REPORT
An issue arose as to whether or not the survlvlng spouse of a
City ~~tix~~ should be allowed to continue in the City's self
insured medical plan after the death of the retiree. And, if
allowed to continue, how long the continuance should last.
This matter was discussed at length by the Council Personnel
Committee, and its recommendation is that such continuation
for a retiree spouse be allowed, somewhat similar to the
continuance program for an employee's spouse. The contin-
uance period would end at the earliest of the following:
1. The surviving spouse reaches age 65
OR
2. A 3 year period elapses from the death of the
retiree
OR
3. The surviving spouse remarrries
OR
4. The survlvlng spouse is covered under another
health plan
Such a medical plan continuance program is deemed to be
appropriate in light of the service rendered to the City by
its employees, who subsequently retire and utilize the City's
self insured medical plan.
The addition of surviving spouses of retirees to our medical
plan coverage will not affect the Citys current plan pre-
miums.

RESOLUTION NO.
RESOLUTION OF THE CITY OF SAN BERNARDINO AUTHORIZING THE
ORIGINATION OF A CITY SELF INSURED MEDICAL PLAN CONTINUATION
PROGRAM FOR THE SURVIVING SPOUSE OF A DECEASED CITY RETIREE.
BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE
CITY OF SAN BERNARDINO AS FOLLOWS:
SECTION 1.
Whereas such a plan does not exist for the
surviving spouse of a deceased City retiree; and
SECTION 2. Whereas the City's Council Personnel Commit-
tee recommended such a continuance program be established at
their meeting held May 27, 1986, and
SECTION 3.
Whereas such a plan continuation program is
deemed to be appropriate in light of the service rendered to
the City by its employees, who subsequently retire and utilize
the City's self insured medical plan;
SECTION 4. Now, therefore be it resolved that a City
retiree bereaved spouse medical insurance continuation program
be established June I, 1986 with the City's self insured medical
plan. Such continuance will be available to the pre-covered
spouse of a City PERS retiree upon his/her death as follows:
The continuation period shall end at the earliest of the
following:
1. At the end of a 3 year period after the retiree's
death
or
2. The surviving spouse reaches age 65,
or
