Synopsis of Previous Commission/Council action:
7/6/82 MC-189 adopted approving the Redevelopment Plan for the Northwest Project
Area.
11/85 Enterprise Zone application set forth that Agency will focus its financing
tools in attracting a major supermarket to the area.
Recommended motion: (MAYOR & COMMON COUNCIL)

Instruct Staff to prepare and apply for a UDAG for a shopping center to be
located on all or a portion of an 18 acre site at the northeast corner of
Baseline & Muscott Streets, Northwest Redevelopment Project.

Motion to set Public Hearing on UDAG application for July 21, 1986, at
11:00 a.m.

;'10",,' The Agency and City have previously, through the Enterprise Zone process, agreed
to market and use certain incentives to attract a major market, with related
retail satellite stores, to the west side on an 18 acre site at Baseline and
Muscott.
Upon careful review and numerous meetings it has become apparent that substantial
assistance will be necessary to assemble the site and provide the type of first
class development desired by the community.
We have recently been notified that Congress did not act on HUD's request to
rescind 1986 UDAG funding. The next (and possibly only remaining round) for
submission is July, 1986. Staff feels confident that the Baseline and Muscott
project could qualify for consideration. We are seeking your authorization to
proceed with the preparation of a UDAG application. A public hearing will need to
be set for July 21, 1986 at 11:00 a.m. The application needs to be received by
July 31, 196. A decision on the application is made in early October.
As you are aware, Reverend Hardy Johnson has been negotiating with staff for the
development of this site. Staff recommends offering the UDAG application to
Spirit, if Spirit is not interested or if they cannot comply with the UDAG
criteria, staff is seeking your authorization to solicit a request for proposals
for the development of this site.
