By Resolution No. 4806, dated October 14, 1985, the Redevelopment Agency was
established as the Zone Management Office for the Enterprise Zone. In order to
properly qualify applicants and to identify the sites and incentives for each
project, the Enterprise Zone Procedures & Qualification Form has been created.
Recently, the procedures and form were the subject and inquiry about an appeal
procedure.
The recommended procedure is to direct all applicants whose projects fall within
the Enterprise Zone to the Redevelopment Agency to be "qualified" for the
benefits/incentives associated with each sub area. If a project does not qualify
for said benefits, a procedure for appeal has been established.
At the meeting of May 19, 1986 Councilman Marks suggested certain changes to the
Procedures and Qualif1caton Form. The changes are annotated as "changes" on the
attached copies of Procedure and Qualification form.
Staff recommends approval of the Qualification Form and Procedures as attached
hereto.

D. Sub-Area A - Residential Area - Benefits are available, targeted
for Inflll Housing and Rehab projects. Encompasses Enterprise Zone
less commercial and industrial areas described below.
Sub-Area B - Industrial Area - State College area generally bounded
by Interstate 215, Cajon Blvd., Palm Avenue and Highland Avenue.
Sub-Area C - Commerical Area - Mt. Vernon strip from Highland
Avenue to Fourth Street. This area Is targeted for most
benefits/Incentives for new and expanding commercial businesses.

II. PROCEDURE FOR VERIFICATION
A. All affected City Departments will be furnished with a map of the
Zone for easy identification purposes.
Verification of eligibility for fee exemption and/or rebates will
be the direct responsibility qf the Redevelopment Agency.
If within the Zone, Redevelopment Agency will complete
Qualification Form (attached) and hand carry copies to all affected
City entities and Council office. The applicant will also be given
a signed copy of the form. If the applicant has plans with him at
the time of application, Redevelopment Agency will stamp plans
"ENTERPRISE ZONE," and assign It a number.
c{upon completion of verification by Redevelopment staff, the
~{, original Qualification Form will be approved by Executive Director
"~ of Redevelopment Agency and by the Deputy City Administrator. The
t~ original will then be returned to Redevelopment Agency for
disbursement to the affected City departments.
D. City entities shall maintain a file on all Verification Forms
received from the Redevelopment Agency.

B.
Upon receipt of application for processing any plans, permits,
variances, business licenses, etc., all affected city departments
sha 11 :
1. Determine if parcel is located in Wards 1, 2 or 6.
2. If parcel is within Wards 1, 2 or 6, review zone map to
determine if parcel concerned is within the zone.
3. If yes, check to see if Qualification Form has been
received by Redevelopment Agency.
a. If verification has not been received, refer applicant
to Redevelopment Agency for processing.

b. If verification has been received, process applicant _
making note on the Qualification Form of the fee and
amount exempted or rebate. The form should be
Initialed, dated and a copy should be returned to the
Redevelopment Agency.
c. Stamp Plans and Application with "ENTERPRISE ZONE"
stamp.
III. REBATES
A. The Redevelopment Agency shall prepare a Rebate Report semi
annually during the months of April and October. This report shall
be transmitted to the Mayor, City Clerk, Director of Finance and
Hater Department. A copy shall be provided to the City
Administrator.

B. The City Clerk, Director of Finance and Hater Department, upon
receipt of thls report, shall verify information therein with that
In their records. If a discrepancy exists, Redevelopment Agency
will be contacted within 15 days.
IV. ANNUAL REPORTING
A. Redevelopment Agency shall annually, In October, submit to all
affected Departments, a Status Report of zone activities includlng
all fee exemptions, rebate, and other agreements.
B. Departments shall review and verify with their records and report
any discrepancy to the Redevelopment Agency within 15 days.
C. Upon verification by Redevelopment Agency/City Departments that
report Is accurate, a copy shall be submitted to the City
Administrator and Mayor & Common Council for the Council agenda
scheduled for the first meetlng In December of each year.
V. STREAMLINING
A. The Redevelopment Agency shall make every effort to process
qualifications wlthin one day of thelr receipt.

B. City entities shall make every effort to process zone applications
on a priority basis. All zone applications and plans shall be
stamped "ENTERPRISE ZONE" for easy identification.
If a problem arises on a particular application/plans, applicant will be
contacted Immediately. Technical support will be given by all concerned.
