Synopsis of Previous Council action:
Previous Planning Commission action:
At the meeting of the Planning Commission on May 20, 1986, the
following recommendation was made:
The application for Change of Zone No. 86-14 was unanimously
recommended for approval.
The Negative Declaration for Environmental Review was also
recommended for approval.
Recommended motion:
To approve the responses to comments and to adopt the Negative
Declaration for environmental review which has been reviewed
and considered.
To approve, modify or reject the findings and the recommendation
of the Planning Commission and to direct the City Attorney to
prepare the necessary amendments to the Zoning Ordinance.

1. The applicant is proposing to change the zoning on 12.87 acres
of property on the south side of the extension 0 f Piedmont
Drive, on the north side of Citrus Street between Victoria
and Bangor Street.
2. The present zoning for the site is PRD, Planned Residential
Development, at six (6) units per acre. The requested zoning
is R-1-7200, Single-Family Residential with 7200 square foot
minimum lot size.
3. The site was previously approved for a 71 single-family
planned residential development as approved through Conditional
Use Permit No. 83-17 and Tentative Tract No. 11384 to expire
on July 5, 1986.
4. The site is surrounded by R-1-7200 zoning in all directions to
which the existing PRD zoning exceeds the density of the
surrounding properties which typically provide a density of 4.2
units per acre or less at 6 units per acre.
5. The General Plan presently designates the site for low-medium
density residential at 4-7 units per acre to which the requested
R-1-7200 zoning is in conformance.
6. The PRD zoning permits a variety of different housing types
from apartments to condominiums, to small lot single-family
detached homes. The proposed zoning request will sustain a
uniform development program for the area and provide a more
conducive housing type in light of the surrounding land uses
and zoning classification.
7. At the regularly scheduled meeting of the Environmental Review
Committee on May I, 1986, a negative declaration was recommended
for adoption for Change of Zone No. 86-14.
RECOMMEl~DATIOl~
Based upon the observations contained herein, Staff recommends
approval of Change of Zone No. 86-14 and he adoption of the
recommended negative declaration.

As ho..eowners living beside the property in question, we are
concerned about what happens. We were surpr18ed to receive a
notice f1'_ you in our ..aU, but are glad you did.
We have lived bere since 1980, and have enjoyed the feeUng
of the rural setting. In the past year,'ve!'have had aucb
building just to the north and east of the land in questlon.
There are no apartment c~plexes ln our coe.unlty which
is all single fa.ily homes. we would defin~telv orefer to
continue to bave land zoned around our heaes as elnale-feail!

Another concern we are noting is tbat there is and will be
more traffic in our area. Tbe map you sent shows Piedmont

Drive as a continuous street, but in reality there is no sucb
continuation. Will tbis street be reconstructed? I .ak...
because Citrus Street, whicb is already heavily traveled, is
in need of resurfacing. If boaes are to buUt there, we feel
tbere will be a need to consider improving tbe accees streets.
we are also going to experience IIOre than tbe ordinary residential
traffic when the nearby Indian Bingo 18 in progress.
Because of our jobs, IIY husband and I will not be able to

Our :r.ain co~cern is the possibility of :ievelope:;;ent of this land
without constructing the related storm drain systei;ls as called out
in the Co~prehens~ve storm Drain Plan No. 6. ~his plan identifies the
necessary protecti~n facilities badly needed for protection of not
only the property being rezoned, but the adjacent tract in which we
live. The related projects are .identified as projects no's 6-20 and
6-21, and are listed in the plan page 25 as priority 1 group.
Any rezoning and developement of sUbject property vdthout assuring
the installation of these related facilities are_stro~lY..apposad
by us. If these facilities for flood control are simultaneous with
the developement, we would not oppose the rezoning. This concern
was previously conveyed to you by our letter dated Apri~ 27, 1981 as
related to Tentative Tracts no's 11884, 11885, Change of zone no.
1197 and Conditional Developement Permit 1132.
