STAFF REPORT
Bids for this project were opened at 2:00 p.m. on Tuesday, 5-20-85.
A total of 4 bids were received, ranging from $2,698.00 to $4,800.00.
The low bid price of $2,698.00 is 30.1% under the Engineer's Estimate of
$3,900.00.
Listed below is an estimate of the total cost for providing these
landscaping maintenance services, from 7-1-B6 to 6-30-87, based upon the
actual low bid price:

The Notice to Proceed will be effective on July I, 1986. The contract
will be in effect until June 30,1987. Bids will be solicited for
another contract commencing on July I, 1987.
Funding for the costs incurred on this project will be provided pursuant
to Resol ution No. 81-482, adopted on October 5, 1981, which orders the
installation and maintenance of the landscaping. The landscaping was
installed under a previous contract. Costs for maintenance will be
prefunded by the City, as set forth in the Resolution of Intention (No.
81-36), and the amount reimbursed through assessments levied on all
parcels within the district for the following fiscal year.
Supervision of the maintenance effort by the contractor will be provided
by the Department of Parks, Recreation and Communi ty Services, who have
reviewed the bids and agree to awarding a contract.
We recommend that a contract be awarded to the low bidder.

RESOLUTION NO.
RESOLUTION OF THE CITY OF SAN BERNARDINO AIIARDING A CONTRACT
3 TO MENTONE TURF SUPPLY FOR MAINTENANCE OF LANDSCAPING IN PORTIONS
OF KENDALL DRIVE (STATE ROUTE 206).

BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY OF
5 SAN BERNARDINO AS FOLLOWS:

SECTION 1.
Mentone Turf Supply is the lowest responsible
7 bidder for construction of a public project. to-wit: Maintenance of
8 Landscaping in portions of Kendall Drive (State Route 206).
9 Assessment District No. 951. in accordance with Plan No. 6192-A
10 (1986-87). for the total amount of $2,698.00. a contract is awarded
11 to said bidder accordingly. but such award shall be effective only
12 upon the contract being fUlly executed by the parties; all other
13 bids therefor are hereby rejected; and the Mayor is hereby
14 authorized and directed to execute said contract on behalf of the
15 City; a copy of the contract is attached hereto. marked Exhibit "A"
16 and incorporated herein by reference as fully as though set forth
17 at length.
18 SECTION 2. The contract authorized by this resolution shall
19 not take effect until fully signed and executed by both parties.
20 Neither party shall be obligated hereunder unless and until the
21 contract is fully executed and no oral agreement thereto shall be
22 implied or authorized.
23 I HEREBY CERTIFY that the foregoing resolution was duly
24 dopted by the Mayor and Common Council of the Ci ty of San
25 ernardino at a
