Dear Mr. Matzer, The following is an account of the dates and transactions that lead me to my current situation with the school board impaction fees. 12-31-83 - I purchased property located at 395 San Felipe Rd., San Bernardino. 7-15-84 - I recieved notice from the city that I needed to purchase sewer capacity rights in order to be able to build in the future. 9-15-84 - I purchased nine sewer capacity rights. 10-20-84 - I recieved approval from development review committee to construct a 12-unit apartment. 1-23-85 - I submitted plans to building and safety for approval of said plans. 3-21-85 - I recieved approval on those plans from building and safety. 3-26-85 - I recieved notice of fee expence for permits to be $9,499.15 from building and safety. 4-19-85 - I recieved loan committment from Cal-West National Bank of Sunnymead, CA for construction of 12-unit apartment. 8-14-86 - Obtained approval to construct 12-unit apartment building from Engineering Department. 10-3-85 - Recieved extension. I was not able to begin the construction at this time because of another project that I was involved with. Therefore I filed for an extension of time. This extension is valid until 10-3-86. 4-1-86 - Began construction - grading and excavation. 4-25-86 - Attempted to obtain building construction permits: Denied- told fees now included a school impaction fee of $16,236.00 with the original $9,499.15, bringing total fees to $25,735.15.
