9/77-3/82: California State College, San Bernardino, CA.
Bachelor of Arts Degree in the Management concentration of
Business Administration. Some computer coursework completed
including self-pacing work. Recognition <Certificate of
Merit) from Small Business Administration for "management
counseling services" provided 2/80.
11/71-11/72: United States Air Force, Keesler AFB, Biloxi,
Mississippi. Basic and Advanced Electronics Training <see

9/70-9/71: California State Poly technical College, Pomona,
CA. one year introduction to many engineering fields.
Concentration: Aerospace Engineering.
EMPLOYMENT HISTORY:
10/84-4/85: Administrative Assistant to Mr. Don Vigil,
Director of Rolling Start, Inc. As Mr. Vigil's Assistant I
was directed to network with other organizations, determine
the feasibility of possible funding sources; and pursue
viable sources for continuation and expansion funding.
Sources of funding included State Independent Living
Services (A.B. 204) promoting independent living for persons
that are elderly or with a disability.
After only five months of work I was laid off because of an
unexpected reduction in the funding available for my salary.
However, the grants and proposals written by me during my
employment resulted in a 50% increase of funding to the

8/78-present: Serving in a volunteer capacity as a
representative for persons with disability. Also some work
advocating for building codes to make public facilities
"accessible" to all persons. This experience, with the
State Department of Rehabilitation, culminated in a
Gubernatorial appointment ( Edmund "Jerry" Brown Jr.) to the
State Building Standards Commission representing persons
with disabilities. Presently a member of City and County
Commission/Committees representing the interests of persons
with disability.
12/79-11/80: Community Services Department, San Bernardino
County, CA. Access Program Manager (begin classification:
Program Coordinator Ii Duties: Coordinate Access Programs
and expand to viable demonstration program. At the end of
my trial work period, I was rated by a personnel study as
doing the duties commensurate with a Coordinator III salary.
While Access Program Manager, I was rated by my Supervisor
<Lois Carson) as lloutstandingll in managing to deliver a.
variety of programs serving elderly and disabled persons.
Other duties included Grantwritting, Agency 504 officer,
Educational/Awareness Seminars/Workshops. Supervision of up
to seven CETA Employees. Rather than accepting the salary
increase, I resigned my position in order to complete my
Degree at CSCSB and resume my duties as a program volunteer.
4/77-12/79: Caltrans: Student Assistant - Systems Analyst
for Elderly and Transportation Handicapped Persons.
Accomplishment: ANOTHER POINT OF VIEW (Caltrans Publication)
Reason for leaving: Prop. #13 cutbacks
10/71-7/75: United States Air Force, Sgt. (E-4)
Duties: AFSC 32851 Aircraft Avionics Electronic Equipment
Repairman. Shop and Field repair of
communications/navigation/radar equipment used on all
aircraft.
Reason for leaving: Permanently Retired - Service-Connected

Dear Mayor:
Just a quick note to let you know how disturbed 1 am regarding the
meeting held at the Hilton between County and City representatives on
Tuesday, May 13. While 1 support the concept, 1 find it offensive that
no member of the City Council was invited to participate.
Considering the fact that we are the policy makers, it absolutely
astounds me that you would not include us. Make no mistake about it,
I understand your prerogative to have staff participate in important
meetings. Yet, I fail to understand why it would be more important to
have your support staff at this meeting than members of the City Council.
Further, I cannot believe that discussions about downtown beautification,
freeway expansion, and JPA's between City and County involving downtown
properties would be held without input from this district's council per-
son.
It is clear that in your eagerness to forge forward with the progress
of our City you are forgetting some very basic rules of political protocol
and, more important, negating input from the elected representatives of
the districts affected.
Finally, 1 believe I have made every effort to establish a coopera-
tive relationship with you and the members of your office. However,
these types of actions can only damage that effort. I sincerely hope
this is a practice you will not continue in the near future.
