Previous Planning Commission aotion:
At the meeting of the Planning Commission on May 6, 1986, the
following recommendation was made:
The application for General Plan Amendment No. 86-1 was unanimously
recommended for approval of Alternative 3, Exhibit VI, Medium-High
Density Residential (15 - 24 dwelling units per acre, cap at 20
dwelling units per acre), land use designation per Planning Commis-
sion Resolution No. 86-2.
The Negative Declaration for environmental review was also recommended
for approval.
Recommen<:led motion:
To approve the responses to comments and to adopt the Negative
Declaration for environmental review which has been reviewed and
considered.
To approve, modify or reject the findings and the recommendation
of the Planning Commission and to direct the City Attorney to
prepare the necessary amendments to the zoning Ordinance.

, RESOLUTION OF THE CITY OF SAN BERNARDINO PLANNING
COMMISSION AMENDING SPECIFIC STANDARDS SHOWN ON THE LAND USE
ELEMENT TO THE GENERAL PLAN.
THE PLANNING COMMISSION OF THE CITY OF SAN BERNARDINO
DOES RESOLVE AS FOLLOWS:

WHEREAS, the Planning Commission adopted a Resolution on
July 7, 1964, establishing a General Plan Land Use Element
for the City of San Bernardino which was subsequently adopted
by the Mayor and Common Council via Resolution 7336 on
August 17, 1964, and,
WHEREAS, the City of San Bernardino Planning Commission
conducted a legally advertised and announced public hearing

on an amendment to the General Plan (General Plan Amendment
No. 86-1) Land Use Element on May 6, 1986,
WHEREAS, A NEGATIVE DECLARATION,
complete with an
Initial Study relating to Amendment No. 86-1, has been
reviewed by the Planning Commission in accordance with the
California Environmental Quality Act and local regulations,

and,
WHEREAS, the adoption of Amendment No. 86-1, in accord-
ance with Exhibit VI is deemed in the interest of the orderly
development of the City and ,is consistent with the Goals and
Objectives of the existing General Plan.
NOW, THEREFORE, BE IT RESOLVED, that the Land Use
Element of the General Plan of the City of San Bernardino is
amended by changing the approximately 25.2 acres located

1. The existing General Plan for the subject site was
adopted October 28, 1985, as a portion of the East San
Bernardino-Highland General Plan (General Plan Amendment
113). Subarea I of the Tri-City Redevelopment Project
(adopted by the Mayor and Common Council in November,
1985), is situated east of and adjacent to proposed
General Plan Amendment 86-1. The General Plan
designation for Subarea I of that project is Medium
Density Residential (8-14 du/ac) but, according to the
City of San Bernardino Redevelopment Agency, no more
than 686 total dwelling units will be built on
approximately 77 net acres, yielding an ultimate density
of 8.9 du/ac. By utilizing the provision of density
transfer (Section 19.18.080 of the San Bernardino
Municipal Code), 160 dwelling units have been developed
on 7.5 acres of Subarea I, yielding a density of
approximately 21 dulac on that site.

3. The project site has no major impediments to
development. The property is virtually flat and grading
at the development stage should be minimal. The
physical features that may act as constraints to
development can be adequately mitigated.
4. The subject property is entirely within Flood Zone B;
properties within Zone B are characterized as being
within the limits of 100-year to 500-year flood
potential. As previously noted, the Warm Creek Channel
traverses the northern boundary of the property.
Approximately two-thirds of the channel is currently
improved, while the remaining one-third, on the east,
remains unimproved. The County Flood Control District's
comments indicate that appropriate mitigation measures,
to be proposed as conditions of approval at the time of
development, will be adequate.
5. The attached Evaluation Matrix presents various service
and infrastructure demands, both existing and proposed.
The existing conditions, existing General Plan
designation (Low-Medium Residential, 4-7 du/ac) and
three alternative designations were evaluated:

6. The Evaluation Matrix compares the impact assumed future
development would have on community services and
surrounding infrastructure if built to the maximum
densities allowed under the existing General Plan
designation or one of the. three proposed alternatives.
Of the three alternatives presented, Alternative No. 2
represents the most intense use of the site, while the
existing General Plan designation is the least intense.
Under alternative No.2, the number of dwelling units,
residents and students generated would increase by 240+%
over the existing General Plan. Waste water generation
would increase by 150% over the General Plan, while
traffic volumes and needed police services would
increase by 140% and 100% respectively. Alternative No.
1 presents increases over the existing General Plan of:
101% for dwelling units, population, students and water
consumption1 40% for traffic1 33% for police protection1
and 42% for waste water generation. The proposed
density, Alternative No. 3 is the second most intense
use of the property, and percentage increases fall
between Alternatives 1 and 2. Under Alternative No.3,
dwelling units, populations, students and water
consumption would increase by 186%. Traffic volumes,
police protection services and waste water generation
would increase by 100%, 67% and 109%, respectively, over
the existing General Plan.

7. Changing the allowed residential density from Low-Medium
(4-7 du/ac) to Medium-High (15-24, Cap at 20) will
result in an increase in dwelling units, population and
students. Concommitantly, the need for related services
and infrastructure will also increase. Although these
increases range from 67% to 186%, they are considered
not significant since existing community services and
infrastructure are determined to be adequate for future
demand. Ninth Street and Tippecanoe Street are both
designated as secondary arterials in the City's
Circulation Element, and are determined adequate to
serve future traffic volume increases. School and sewer
impaction fees, paid prior to the development of the
property, should prove adequate to mitigate any
potential impacts associated with the development.

8. Of the three alternative General Plan proposals, Staff
would support Alternative No.3. Although this
alternative represents the second highest density of the
four possibilities evaluated, the site's topography,
existing services and circulation would support
residential development of Medium-High density as
proposed. Alternative No. 3 would also provide housing
opportunities for the area compatible with existing and
proposed development, such as the Tri-City project to
the south, and the Patton Farms project to the east.
9. The land use designation proposed under Alternative No.
3 is consistent with the Goals and Objectives of the
City General Plan. Specifically, Alternative No. 3
would "encourage and promote balanced and diversified
future urban development"; "insure that adequate public
facilities to serve the proposed pattern of development
will be provided at a reasonable cost"; and "provide for
a variety of housing types and densities to accommodate
a wide range of lifestyles and income levels within the
areas."
10. Based on this analysis, Staff finds that the Medium-High
Residential (15-24, Cap at 20 du/acl designation is
consistent with the City's General Plan, the County's
Development Code and compatible with existing and
proposed development. The environmental constraints,
such as flooding, do not directly impact this proposed
amendment. Any future development of the site, however,
would require that specific and adequate mitigation
measures be applied.
RECOMMENDATION
Staff would recommend adoption of Resolution
approving General Plan Amendment 86-1, Alternative
per Exhibit VI.
