STAFF REPORT
In response to a Traffic Safety Program sponsored and funded through the
California State Office of Traffic Safety, a memorandum proposal has
been prepared by the Engineering Division to establish a Traffic Control
Device Inventory Program in the City.
The City currently maintains a street system in excess of 500 miles
which contains approximately 173 traffic signals, 6500 signs, 350
crosswalks, 2500 pavement marking legends, 5000 parking spaces and over
100 miles of street striping. All records are not centrally and
systematically kept, and often information can only be obtained after
exhaustive manual and field research. In a recent study, conducted by
the Institute of Transportation- Study, U. C. Berkeley, our City's
traffic signing and markings were rated one of the poorest among all
cities surveyed. The City is also ranked the 30th highest City in
fatal and injury traffic accident rate in the State.
The purpose of a Traffic Control Device Inventory Program is to system-
atically inventory all traffic control devices in the City and conduct
regular periodic inspection to ensure that the condition of all traffic
control devices is in conformance with the State's requirements. Its
objective is to reduce the accident rate and the City's liability in
tort claims. The proposed TCD! Program will be jointly used by the
Public Works and Public Services Departments. Coordination between
Departments is essential to the success of this program.
The proposal requests that OTS fund $60,000.00 for project equipment and
temporary personnel, and that the City is to contribute $22,000.00 of
the Traffic Engineer and the Assistant Traffic Engineer's time and some
office furniture. The proposed project equipment includes an: a) IBM
PC Computer, b) a City-wide, 100-scale aerial photography map system,
c) a set of video equipment and d) a used vehicle. We have contacted
Steve Hale, of Data Processing, regarding the compatability and the
programing, as well as time allocation requirements for utilizing the
City's cen-tral computer system for this project. Our initial response
is positive. If the City's central computer system is in fact
feasible, the IBM PC Computer will be deleted from this proposal.
The project also could be conducted by an Engineering Consultant instead
of City staff, however, the City will lose the opportunity of learning
the program first-hand and gaining necessary experience to keep the
program continuously updated. It has been proposed to add a Traffic
Engineering Technician position in the bUdget in order to maintain and
update the system after the project is completed. This would require
both Council approval, approval by the OTS staff, and will be discussed
when OTS staff reviews the application.

The Memorandum Proposal is the first step to apply for the grant. If
there is sufficient grant money in the coming Federal fiscal year, the
representative of OTS will contact the City to discuss the project in
detail. Then revisions and modifications can be made before the final
proposal is mutually accepted and adopted.
At this time, direction from the Mayor and City Council is respectfully
requested in terms of the general concept of the Memorandum Proposal, so
that the City staff may proceed to the next step, if and when funds
become available.
