RESOLUTION NO.
2 RESOLUTION OF THE CITY OF SAN BERNARDINO OPPOSING THE 1986
RATE INCREASE REQUEST PURSUANT TO THE MAY 1986 CONSOLIDATED
3 ADJUSTMENT MECHANISM (CAM) SUBMITTED BY SOUTHERN CALIFORNIA GAS
COMPANY IN APPLICATION NO. 86-03-058.

BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY OF
5 SAN BERNARDINO AS FOLLOWS:
6 SECTION 1. Recitals.
7 A. On March 28, 1986, Southern California Gas Company
8 (SoCalGas) requested authorization to revise its rates in the May
9 1986 Consolidated Adjustment Mechanism.
10 B. Application No. 86-03-058 requests the Public Utilities
11 Commission of the State of California's (Commission) approval to
12 increase retail rates by $99.424 million, based on reductions in
13 forecast revenues from customers capable of burning oil as an
14 alternate fuel and the partially offsetting effect of reductions
15 in the cost of gas to SoCalGas.
16 C. The effect of the proposed increase in the typical
17 residential customer's monthly bill would be $1.09 in the summer
18 and $6.37 in the winter.
19 SECTION 2. Implementation.
20 A. The Mayor and Common Council oppose the 1986 rate
21 increase request submitted by Southern California Gas Company in
22 Application No. 86-03-058, and oppose the concept that lower rates

should be offered to industry at the expense of residential and
commercial customers.
B.
The Mayor and Common Council urge the Commission to
direct SoCalGas to investigate and formulate plans to reduce its
costs in order that all loss of revenues as forecasted need not be
28 passed on to the residential and commercial consumers.

1 SECTION 3. The City Clerk is hereby authorized and directed
2 to transmit a copy of this resolution to the Commission and to
3 SoCalGas.
