L1~ Dear Mr. Whitman:
I would like to thank you for taking time from your busy
schedule to meet with me on April 17th concerning the City's
Enterprise Zone application. I am sure the information you
shared with me will prove invaluable in focusing our upcoming
application effort into a more viable one.
I feel the meeting .was very fruitful in determining the
weaknesses of the San Bernardino Enterprise Zone application
of which I would like to recapitulate based on my understand-
ing of o~ meeting.
1) 'The primary reason San Bernardino was not designated
was due to the City's past performance in not addressing
problem areas on the wests ide of San Bernardino through
proper planning and redevelopment assistance compared to
other areas of the City.
2) To a lesser degree, not receiving the approving
resolution until after the selection of the ten zones had
been accomplished.
3) Technical problems con~cerning issues addressed in
the E.I.R. that were not addressea in the application.
4) The absence of a piggy back approach in employment
training programs to achieve maximum training potential.
S) The absence of a meaningful public/private partner-
ship effort.

7) The restrictiveness of the commercial area to allow
for expanded commercial activity.

the Enterprise Zone to determine the level of training need.
10) The problem of including a large area of downtown
San Bernardino within the Enterprise Zone.
Although I attempted to understand all points you
provided concerning our application, I would appreciate your
informing me if I have not included points of importance.
Again, thank you for your time and gracious concern in
helping me understand the reasons for not receiving the
Enterprise Zone designation.
Your assistance in this matter is appreciated.
