Schuma Change of Zone No. 86-6 From: Planning Director Subject: Dept: Planning Mayor and Council Meeting of Apr il 21, 1986, 2:00 p.m. Date: April 9, 1986 Synopsis of Previous Council action: Previous Planning Commission action: At the meeting of the Planning Commission on April 8, 1986, the following recommendation was made: The application for Change of Zone No. 86-6 was unanimously recommended for approval of C-3A Limited General Commercial zoning for all 13 lots of the subject site (Parcel Map No. 9713). The Negative Declaration for environmental review was also recommened for approval. Recommended motion: To approve the responses to comments and to adopt the Negative Declaration for environmental review which has been reviewed and considered. The reques~ is to change the existing zoning on a consisting of 41.4 acres located southerly of southwest corner of Orange Show Road and Interstate site the 215. 2. The site was previously involved in the approval of Tentative Parcel Map No. 9713 at the Planning Commission of February 18, 1986. The parcel map was to create 13 parcels within the sUbject site for the development of an auto sales center. 3. The City's General Plan designates the site for General Commercial and Commercial Recreation. 4. The present zoning on the Commercial-Manufacturing Commercial. overall site is that of C-M, and C-3A, Limited General The requested zone change proposes C-3A on parcels one through 11 of Parcel Map No. 9713. The remaining parcels (12 and 13) are requested to remain under their current designation of C-M. 5. The previously approved Parcel Map No. 9713 and the requested change of zone are intended as part of the development plan for the proposed auto center. The requested C-3A zone would permit a variety of commercial-retail related activities including offices, retail stores, auto sales lots, service oriented businesses, auto repair garages, etc. The C-M zone which the applicant proposes to remain on parcels 12 and 13 will permit industrial uses as well, which may not be compatible to that of the C-3A zone or the concept of an auto center. The C-M zone permits uses which are permitted with the C-3A, Limited General Commercial zone as well as those which are found within the M-l, Light Industrial and M-IA, Limited Light Industrial zones. Said industrial zones permit such uses as light manufacturing and assembly, trucking freight yards, lumber yards, wholesale and warehousing. 6. The existing C-~l zone is not considered compatible with the current General Plan designation of General Commercial and Commercial Recreation. A change of zone to C-3A for the subject property would bring the zoning for the entire site into conformance with the General Plan. '\. I-~ ... . . . . The proposed change of zone would be compatible with the surrounding land uses which are all commercial in nature and include the adjoining new car lots and the Quality Inn. B. Each lot within the subject site is sufficient in area with an appropriate street system to accommodate con~ercial activity. 9. The close proximity to freeway frontage and accessible on-off ramp provisions for the site affords the project site good commercial viability. RECON~IENDATIQ.l1 Based on the observations, Staff recommends that all 13 lots of Parcel Map No. 9713 carry a zoning classification of C-3A, Limited General Commercial rather than allowing lots 12 and 13 to remain as C-M zoning.
