Synopsis of Previous Council action:
Previous Planning Commission action:
At the meeting of the Planning Commission on April 8, 1986, the
following recommendation was made:
The application for Change of Zone No. 86-5 was unanimously
recommended for approval.
The Negative Declaration for environmental review was also
recommended for approval.
Recommen'.led motion:
To approve the responses to comments and to adopt the Negative
Declaration for environmental review which has been reviewed and
considered.
To approve, modify or reject the findings and the recommendation
of the Planning Commission and to direct the City Attorney to
prepare the necessary amendments to the Zoning Ordinance.

2. The site is located on the west side of Severence Avenue
approximately 158 feet south of the centerline of 40th
Street. The subject property is vacant. Surrounding
land uses include single-family residential to the
north, east and west. Partial single-family and
multiple-family residential is witnessed to the south of .
the project site. Surrounding zoning con~ist5 of C-3A
to the north, R-3-3000 to the south, partial R-3-3000
and C-3A to the east and R-1-7200 and C-3A is designated
to the west.
3. The City of San Bernardino <State College) General Plan
designates the site for Residential 8-14 dwelling units
per acre. The requested change of zone to R-3-3000 is
in conformance with said General Plan designation.
4. The proposed R-3-3000 is compatible with surrounding
zoning to the south and east and will not be detrimental
to adjacent ~roperty values.
5. The site was originally subdivided for residential
purposes and was subsequently rezoned for commercial
use. Therefore, the existing size and shape of the
parcel is more appropriate for residential use as
originally designed. The size and shape of the parcel
in question is sin,ilar to the surrounding residential
properties. The commercial viability of the site is
limited relative to its street orientation from 40th
Street and also due to its size and shape which is best
suited for residential uses. Accordingly, this lot is
limited in use due to its size and shape.
6. The parcel does conform to Section 19.12.030 of the City
of San Bernardino l1unicipal Code concerning the minimun,
lot width and depth requirements for R-3 parcels.
7. The Environmental Review Committee at their meeting held
on March 13, 1986 recon$ended a Negative Declaration be
adopted for this project.
