Synopsis of Previous Council action:
Previous Planning Commission action:
At the meeting of the Planning Commission on April 8, 1986, the
following recommendation was made:
The application for Change of Zone No. 86-3 was recommended for
approval. The Negative Declaration for environmental review was
also recommended for approval.
Vote: 5-3, 1 absent.
Recommended motion:
To approve the responses to comments and to adopt the Negative
Declaration for environmental review which has been reviewed and
considered.
To approve, modify or reject the findings and the recommendation
of the Planning Commission and to direct the City Attorney to
prepare the necessary amendments to the zoning Ordinance.

1. The proposal is to change the zone from PRO, Planned
Residential Development at 20 units per acre and R-3-
1200, Multiple Family Residential to PRO, Planned
Residential Development at 24 units per acre located on
a site encompassing approximately 7.8 acres located on
the east side of Central Avenue, approximately 600 feet
south of the centerline of Highland Avenue.
2. Surrounding land use and zoning consists of an apartment
complex zoned PRO 24 units to the acre to the north;
condominiums zoned PRO 15 units to the acre to the
south; single family residences and vacant land zoned R-
1-7200 and R-3-1200 to the east and vacant property
zoned R-1-7200 to the west across Central Avenue. The
requested change of zone is consistent with the City of
San Bernardino General Plan which designates the site
for Residential lan~ uses at 15 to 36 units to the acre.
3. The requested change of zone from PRO 20 to PRO 24
represents a 17 percent increase in density. In view
of the State mandate, relative to providing density
bonuses for residential projects which provide housing
to low- and moderate-income families, the City has
determined tbat any change of zone which would result in
an increase in density fulfill the State mandates and
has required the property owner to waive any right to
future density bonuses through recorded instrument on
the property.
4. Given the proximity of existing single family residences
to the east, development within the PRO zone will
require building height and setback restrictions in
order to insure compatibility with these existing
residences, including appropriate turn arounds at the
terminus of 20th Street and Rainbow Lane.
Under a PRO zone, residential amenities beyond those
expected in a conventional multiple family residential
development ure to be provided. A conditional use
permit is required for development of a PRO zone and
will address the above referenced issues.

5. The California Department of Transportation has
indicated in their correspondence that the southerly end
of the site will be needed for future freeway right-of
way. It was also recommended that noise attenuation be
provided as part of the development of the property.
Given the proximity of the site to the freeway right-of-
way the Environmental Review Committee will require a
noise analysis upon review of any future development.
6. The submitted traffic analysis dated February, 1986,
indicates that there will be no significant traffic
impacts due to the proposed development, however,
specific striping proposals are included upon
development of the site.
7. The proposed change of zone would be consistent with the
density of the PRO 24 acres abutting the site to the
north and the PRO 15 acres to the south, and should not
impact the adjoining single family residences to the
east and the vacant R-l property to the west across
Central Avenue, provided the PRO Development standards
are adhered to.
RECOMMENDAT I ON
Based upon the observations contained herein, Staff
recommends adoption of the proposed Negative Declaration and
approval of Change of Zone No. 86-3 based upon consistency
with the General Plan and the abutting zoning and land uses.
