CENTER CITY BUILDING -- FIFTH & "E" STREET
On April 14, 1986, the Redevelopment Committee discussed Vanlr's letter
dated March 21, 1986, requesting the Parking Agreement between the City
and Vanlr be amended to provide for all day exclusive parking as opposed
to 2 hour restricted parking for the above-referenced agreement.
The Committee recommended continuance of this Item to April 24, 1986, at
4:00 p.m. and requested that you and a representative of the Parking
Place Commission be Invited to address the Issue. A copy of this
memorandum Is being forwarded to Roger Hardgrave requesting his
attendance at this meeting as well as Peter Llu.

Re: Center City Building, 5th and "E" Streets formerly known
as the .penney Building"
Dear Mayor and City Council Members:
By agreement dated September 18, 1978, Vanir Research Company
purchased from the Redevelopment Agency of San Bernardino the
Center City Building, formerly known as the Penney Building,
located at the southwest corner of 5th and "E" Streets in San
Bernardino in which it was agreed Vanir would remodel the
facility and the City would provide exclusive parking for the
building's use (which was a common arrangement at that time).
Therefore, Vanir also entered into an agreement, dated November
8, 1978 with both the Redevelopment Agency and the City of San
Bernardino with respect to Vanir's use of the 122 spaces adjacent
to the Center City Building as well as certain other matters
concerning parking in the area. A subsequent amendment dated
November 14, 1980, to the Parking Agreement was later agreed to,
modifying the use to be made of the 122 parking spaces in
question. (See attached agreements)
Our original plan for the Center City Building contemplated use
for primarily retail oriented tenants with additional office
commercial use, and Vanir was thereby granted its request for 2
hour parking which reflected our intended use of the parking
spaces in question at that time.
Following our negotiation of the parking agreement and amendment,
however it became obvious that the building would be better
utilized totally as an office facility rather than mixed office
retail and Vanir therefore entered into a lease agreement dated
November 3, 1982 with the County of San Bernardino, Department of
Public Social Services which was resisted by some city officials.

The nature of use by this tenant has created a substantially
different demand for use of the parking space adjacent to the
building requiring that the parking space be designated for
their executive use, without time restriction rather than the two
hour parking previously requested and granted.
Since the County has been utilizing their 122 spaces exclusively
since their inception of their lease 4 years ago without adverse
parking problems as had been predicted by our opponents, I would
ask that our Parking Agreement be officia~ly amended to fit this
office building's use to provide for the des~gnation of the 122
parking spaces for the exclusive use of the County tenants,
without time restriction, as opposed to the current situation
which gives them exclusive use on a 2 hour time restricted basis.
Thank you on behalf of Vanir, the County of San Bernardino, and
those interested in the well-being of the downtown business area,
for your thoughtful consideration of our request.

Synopsis of Previous Council action:
The Council authorized parttime employment for eight (8) people as summer lunch
monitors on t.lay 13, 1985. These monitors were employed for a period of 47 days
during the months of June, July and August, 1985.
Recommenljed motion:
That the Parks, Recreation and Community Services Department be authorized to hire
eight (8) summer lunch monitors on a parttime basis for a 47 day period during the
months of June, July, August, and September, 1986.

STAFF REPORT
The federally funded Summer Lunch Program has been successfully operated for the
past 11 years. During the summer of 1985, 20 feeding stations were established
at locations in and around the City of San Bernardino. An average of 2,000 meals
per day were served.
The Summer Lunch Program provides nutritional help to children who would otherwise
be deprived of food assistance received at other times of the year under the National
School Lunch Program.
Eight (8) summer lunch monitors are needed. The monitors will be assigned to routes
in various geographical areas in order that they may effect daily program checks at
Summer Lunch sites. Salaries for the monitors will be at no cost to the City, as
it is reimbursed from administrative cost of the Summer Lunch Program.
