Synopsis of. Previous Council action:
Previous Planning Commission action:
At the meeting of the Planning Commission on March 18, 1986, the
following recommendation was made:
The application for Change of Zone No. 86-4 was unanimously
recommended for approval. The Negative Declaration for environ-
mental review was also recommended for approval.
Recommended motion:
To approve the responses to comments and to adopt the Negative
Declaration for environmental review which has been reviewed and
considered.
To approve, modify or reject the findings and the recommendations
of the Planning Commission and to direct the City Attorney to prepare
the necessary amendments to the Zoning Ordinance.

consisting of approximately 7,294 square feet having a

1. The applicant requests approval to change the zone on a
vacant parcel from C-2, Community Commercial, to R-l-
7200, Single-Family Residential. The subject property
is located at 1611 West 9th Street, and consists of
approximately .17 acre.
2. Land uses and zoning surrounding the site include: non-
conforming Single Family Residential zoned C-2 to the
south and east, and R-1-7200 to the west. Single and
dual family residential uses zoned R-2 lie to the north
of the site across 9th Street.
3. The San Bernardino General Plan designates the site and
surrounding. properties to the south and west for low to
medium density residential uses, with 4-7 units per
acre. The property to the north of the site is
designated for medium density multi-family residential
uses with 8-14 units per acre, and property to the east
is designated for general commercial uses.
4. The zone change is intended to allow the development of
the site for a single family residence, in conformance
with the City General Plan designation of low to medium
density residential uses with 4-7 units per acre. The
site was previously used for a single family residence,
which has since been abandoned and demolished. The
zoning designation of C-2 for the site was established
with the intent of encouraging commercial development
along Muscott Avenue. The overall character of the area
has remained primarily single family residential, with
no commercial development occurring in the area as a
result. The requested R-1-7200 zone would also be
consistent with the R-l land use pattern abutting the
site to the west.
5. The site consists of approximately 7,256 square feet,
and is located approximately 108 feet from Muscott
Avenue. Due to the size of the lot and distance from
Muscott Avenue, the viability of commercial development
on the site is relatively low. The 53 foot wide lot
does not conform with the minimum width requirement of
60 feet for existing R-1-7200 zoned residential lots,
however, the area and depth of the lot do conform with
existing R-1-7200 lot development standards. The area,
width and depth of the lot are consistent with the
dimensions of the surrounding lots in the area. The site
is adequate in size and shape to allow the re-
establishment of a single family residential use.

6. The proposed zone change will reduce the generation of
traffic and will not adversely impact existing traffic
arterials or circulation.
7. At their regularly scheduled meeting on February 27,
1986, the Environmental Review Committee recommended the
issuance of a negative declaration for Change of Zone
No. 86-4.

1. The proposed change of zone conforms with the objectives
of the San Bernardino General Plan which designates the
site for medium density residential uses with 4-7
dwelling units per acre.
2. The proposed change of zone will not adversely affect
the adjoining land uses, nor the growth and development
of the area in which it is proposed, in that it would
permit a use consistent with the character of
development for the area.
3. The size (.17 acre) and shape of the site are adequate
to accommodate uses normally permitted within the R-l-
7200 zone.
