STAFF REPORT
The Engineering Division has completed a radar speed survey on
Hospitality Lane between Waterman Avenue and "E" Street. The need
to establish an adequate speed control on Hospitality Lane is
becoming crucial, especially since the extension between Hunts Lane
and "E" Street has been recently completed. Present traffic count
on Hospitality Lane is estimated at 18,500 vehicles per day.
The radar speed survey reveals that the critical speeds (85th percentile)
on Hospitality Lane are measured at 35 m.p.h., between Waterman and
Commercenter West, and 38 m. p. h., between Commercenter West and
"E" Street. The majority of the public drive between 27 m.p.h. to
37 m.p.h.
The survey was presented to the Mayor's Traffic Safety Committee,
for their review, at the March 12, 1986 meeting. The Committee has
subsequently approved recommendation of the adoption of a 35 m.p.h.
speed limit on Hospitality Lane between Waterman Avenue and "E"
St reet.

SECTION 1.
Section
10.52.020 of the San Bernardino Municipal I
7 Code is amended to read:
8 "10.52.020 Thirty-five miles an hour.
9 In accordance with and pursuant to the authority of Sections
10 22357, 22358, 22360, and 22413 of the California Vehicle Code, the
11 Mayor and Common Council do hereby determine and declare, upon the
12 basis of an engineering and traffic investigation, that a prima
13 facie speed limit of thirty-five miles per hour shall be
14 established on the following streets or portions thereof in the
15 City:
16 Atlantic Avenue: between Palm Avenue and Cienega Court.
17 '0' Street: between Sixth Street and Twenty-Eighth Street.
18 'E' Street: between Tenth Street and Highland Avenue.
19 Eucalyptus Avenue: between Mill Street and Rialto Avenue.
20 Fortieth Street: between Waterman Avenue and Electric
21 Avenue.
22 Forty-eighth Street: between Electric Avenue and Kendall
23 Drive.
24 'G' Street: between Sixth Street and Marshall Boulevard.
25 Gilbert street: between Waterman Avenue and a point two
26 hundred seven feet easterly of Cedar Street.
