STAFF REPORT
In 1981, the City agreed to insure the exl Gt I Ill) :HII"V i v III'J
spouses of deceased retired firefighters if they dropped
their private insurance coverage plan and agreed to coverage
under the City plan, then Blue Cross.
These surv1v1ng spouses have been continued to the present
time. Last year, the retirees of all the City employees
(police, fire and general employees) came to the Council
Meeting stating that they all had this same coverage. After
extensive search and review, the matter could not be proven
one way or the other. The unions were unable to provide any
documentation that the City had agreed either in an MOU or in
the insurance policy to cover surviving spouses of retirees.
On the other hand, the City was unable to prove that they did
not agree to such a policy but it is not written in any MOU
nor insurance. Further, it is not actuarily computed in the
present Hancock Self Insurance Program nor in the former Blue
Cross Plan. In a recent phone conversation with Mr. Joe
Canton, former Personnel Director, he indicated that the only
agreement he was aware of in 1981 was with the firemen for
the then surviving spouses of retirees. No mention was made
of future retirees. Therefore, the attached resolution
should set a policy in this matter. It simply stated will
give certain eligible surviving spouses of retirees a maximum
of three years in which to find another medical plan. The
continuance will be for three years or the attainment of age
65, remarriage or coverage under another medical plan.

RESOLUTION NO.
RESOLUTION OF THE CITY OF SAN BERNARDINO AUTHORIZING THE
ORIGINATION OF A CITY SELF INSURED MEDICAL PLAN CONTINUATION
PROGRAM FOR THE SURVIVING SPOUSE OF A DECEASED CITY REtIREE.
BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE
CITY OF SAN BERNARDINO AS FOLLOWS:
SECTION 1. Whereas such a plan for the surviving spouse
of a deceased active employee was originated in 1981 and
continues to be in effect; and
SECTION 2.
Whereas such a plan does not exist for the
surviving spouse of a deceased City retiree; and
SECTION 3. Whereas the City's Council Personnel Commit-
tee recommended such a continuance program be established at
their meeting held March 24, 1986.
SECTION 4. Now, therefore be it resolved that a City
retiree bereaved spouse medical insurance continuation program
be established May 1, 1986 with the City's self insured medical
plan. Such continuance will be available to the pre-covered
spouse of a City PERS retiree upon his/her death for a 3 year
period, or age 65, remarriage or coverage under another health
plan, which ever occurs first and the spouse shall pay the
appropriate premium during the continuation period.
I HEREBY CERTIFY that the foregoing resolution was duly
adopted by the Mayor and Common Council of the City of San
Bernardino at a ___________ meeting thereof, held on the
____ day of ___________, 1986, by the following vote, to wit:
