Weitzman, Philip Breault, Cecil Curran.
The Committee received a lis of accounts with a cover
letter from Mr. By Weitzman (Atch 1). The Committee also
received a March 1 letter with the account breakdown from Mr.
Weitzman CAtch 2). Discussion ensued regarding the accounts.
Mr. Weitzman requested extension of the agreement
regarding annexed accounts. Be also requested a meeting
between the haulers and Mr. Manuel Moreno to discuss policy.
After extensive discussion, the Committee concurred in a
meeting to provide policy recommendations within a reasonable
period of time for review and presentation to the full
Council. Mr. Weitzman is to provide Mr. Arvizo, Council
Executive Assistant, the number of residential accounts being
served by private haulers. The following information will be
provided to the Committee prior to Mayor-Council retreat of
18-19 April:
1. New policy recommendations
2. Recommendation regarding extension of annexed
accounts
3. Results of fee discussion.

Dear Committee Members:
Attached you will find a list of 386 addresses within the City of San
Bernardino. These are the commercial stops that Jack's Disposal had
within the City limits as of January 15th this year; The majority of these
are stops that the co~any has picked up since the 1950s under its City of
San Bernardino license. Others are accounts that were originally in the
County but have now been annexed into the City.
It is our understanding that these 386 commerical accounts will remain
accounts of Jack's Disposal and will under no condition be solicited by
the City Refuse Department. It is also our understanding that we are to
hold meetings with Mr. Moreno to discuss a refuse plan for the future that
will enco~ass the entire metropolitan area and that will best utilize the
resources of the City Refuse Department and the three licensed private com-
panies in the area. This plan will then be evaluated and acted upon by the
City Council Refuse Committee.
Meanwhile,'City Attorney Ralph Prince will be drawing up an amendment to the
City Refuse Ordinance giving Jack's and the other ~license~olders the
right to pick up the stops that they were piCkl.ng up as of January 15th and
also extending the time the private operators have to keep operating in
annexed areas.
When and if a permanent plan is arrived at it may be necessary to once again
change or add to the City Ordinance. We appreciate the City's cooperation
in helping our private operators stay in business and we can assure you we
will work diligently to justify your faith in private enterprise.
We urge you to call if you have any questions, comments, or ideas to use as
we discuss our plans for the future.

DISPOSAL SERVICE
At the City Council Refuse Committee Meeting held last January 8, we were asked
to submit a list of accounts that Jack's Disposal serviced in the City. It was
our understanding that an ordinance would then be proposed giving Jack's the
right to continue servicing all accounts on his books as of January IS.
Consequently the company broke out by computer all of the City addresses ser-
viced. There were 386 of them now reduced to 359 as 27 City addresses turned
out to be County addresses. To further clarify this list we have now broken
it down by category as follows. ,,-

SOURCE OF BUSINESS
Accounts on books prior to 1962 and
grandfathered in at that time.
Gasoline stations and motels allowed
by City Ordinance.
County addresses annexed by the City
over the past ten years.
Accounts gained through request of customer
when City could not provide service or
did not have proper equipment.
On original list as City addresses but
turned out to be County addresses.

Jack's has taken no new accounts since January IS. They have provided their
regular drop off body business for clean up of construction sites which they
and others have been doing for years and which was not discussed at the January 8
meeting. Occasionally Jack's delivers 3 yard commerical bins to a clean up or
construction account that has the type of material that needs a small container
instead of the 20 to 40 yard boxes normally used in this type of business. Some-
one seeing this might assume that Jack's is servicing a new customer. This is not
the case. At the January 8 meeting we gave our word that Jack's would not add
any new permanent accounts in the City. We have kept our word.
