STAFF REPORT
The Council Personnel Committee recommends the following
changes - as additionally noted in its minutes of the April
3, 1986 meeting: change the title of wSenior Management
AnalystW to wAssistant to the City Administrator:" (no cost),
establish the part time class of wSummer Youth SpecialistW
JPTA (no cost to the City) and upgrade the wSenior Steno
Clerk (C)-Personnelw to wSecretaryW(C)-the additional cost
for this year ($800) is to be funded through allocation of
resources. The costs for 1986-87 will also be funded in the
same manner. Additionally, add a position of Real Property
Specialist in the Public Works Department. The additional
cost for this year ($5,500) will be funded from credits on
various assessment districts. Costs for 1986-87 will also be
funded in the same manner.

COUNCIL PERSONNEL COMMITTEE MINUTES
April 3, 1986
ATTENDEES: Councilman Jack Reilly - Chairman, Councilman
Steve Marks, Councilwoman Esther Estrada, City Administrator
Jack Matzer, Assistant City Attorney - William Sabourin,
Personnel Director Mary Jame Perlick, Council Executive
Assistant - Phil Arvizo, Mayor's Administrative Assistant -
Richard Bennecke.
1. DISABILITY PLAN RATES - Item continued for staff to
survey other cities for comparison plan regarding the City
Administrator position and also provide a scenario with
alternatives on a short-term disability program for Manage-
ment and Confidential employees. To be returned to Committee
in two weeks.
2. DEPENDENT SPOUSE COVERAGE - DECEASED RETIREE - Item
continued. Staff to contact representatives to be available
at next meeting (Marshall Julian, Louise Howard, Val ton Holly
and Tom parlett) for discussion.
3. REAL PROPERTY SPECIALIST - RESTORATION OF POSITION -
Committee recommends approval, reestablishment, allocation
and manning of position. It was noted that the fees from
assessment districts would pay the salary.
4. BUILDING AND SAFETY DEPARTMENT - The Committee
recommended that the City not recruit for Superintendent,
Building and Safety Department, at this time and that the
City Council appoint an Ad Hoc Committee to work with the
City Administrator to study and develop viable alternative
organizational plans which include functions related to
Building and Safety and development.
