Synopsis of Previous Council action:
Previous Planning Commission action:
At the meeting of the Planning Commission on March 4, 1986, the following recommenda-
tion was made:
The amendments to the San Bernardino Municipal Code, Sections 19.24.020, 19.26.020,
19.28.020, 19.30.020, 19.32.020, 19.34.030, prohibiting outdoor display of merchan-
dise within the C-1 Neighborhood Commercial, C-2 Community Commercial, C-3 General
Commercial, C-4 Central Business District and C-M Commercial-Manufacturing zones,
was unanimously recommended for approval.
The Negative Declaration for.environmental review was also recommended for approval.
Recommen-:ted motion:
To approve the responses to comments and to adopt the Negative Declaration for
environmental review which has been reviewed and considered.
To approve, modify or reject the findings and the recommendation of the Planning
Commission and to direct the City Attorney to prepare the necessary amendments to
the Zoning Ordinance.

This item was continued from the Planning Commission meetings of
February 4, and February 18, 1986, in order to permit the Chambers
of Commerce an opportunity to review and comment on the proposed
ordinance amendment. Copies of the proposed ordinance amendment have
been circulated to the San Bernardino Area Chamber 0 f Commerce, Highland
Area Chamber of Commerce, and the Inland Empire Hispanic Chamber of
Commerce for their review.
To date no comments have been forwarded to the Planning Department from
the respective Chambers of Commerce.
The Planning Department, therefore, recommends that this item be considered
by the Planning Commission for a recommendation to the Mayor and Common
Council.

The proposed ordinance amendment would further clarify existing code
provisions which currently confine commercial activity within an enclosed
structure. Outdoor display and sales would be limited to sidewalk or
parking lot sales only, as proposed in 19.24.020; currently pending
before the Planning Commission.
The Environmental Review Committee at their regularly scheduled meeting
of January 30, 1986 issued a Negative Declaration for the proposed
ordinance.
RECOMMENDATION
.
The Planning staff recommends that the Plannig Commission make a"motion
recommending approval of the proposed ordinance amendment and Negative
Declaration for consideration by the Mayor and Common Council.

A. Retail sales (conducted wholly within an enclosed structure) No outdoor
display of merchandise permitted unless approved under Section 19.24.020
pertaining to Parking Lot Sales.
19.34.030 Conditions to use.
D. All uses except those uses specifically permitted in M-1 or M-1A Districts
herein shall be conducted wholly within a building. No outdoor display
of merchandise permitted unless approved under Section 19.24~020 pertain-
ing to Parking Lot Sales.
