STAFF REPORT
The Council Personnel Committee at its meeting on February 27, 1986, approved
the establishment of the new position of Senior Data System Operator at Salary
Range 1090 ($1568-1909) and the title change in the Public Works Department
for the class of Civil Engineering Technician II. New title to be Civil Engi-
neering Assistant.

In April 1982, the Data Processing Task force was faced
with several decisions when it decided to replace Xerox as
its data processing provider. The original Xerox system had
been a facilities management system with equipment (hardware)
in the basement of City Hall. But over time, Xerox slowly
changed moving its hardware and later closed the San
Bernardino facility making the City into a total service
bureau with telephone lines running to Los Angeles. A major
issue for the Task Force to consider was getting from an
antiquated service bureau to a an operational, but affordable
data processing center expediently and without error. The
city's own fully operational data processing center was not
only impractical, but also unaffordable immediately.
However, a logical alternative, that was later adopted, was
to develop a request for proposal to provide facilities
management. However, the City would own all the hardware and
have rights to all the software in order to become self
sufficient at a later date.
To protect the city's interest, monitor the facilities,
administer the contract and assist with programing and opera-
tions, a Data Processing Manager was hired in September,
1984. In addition, a Data Processing Operator was also hired
to assist with the operations of the computer, run jobs, and
monitor basic operations.
The facilities management contract was set up to provide
the initial programing and conversion of previous programs on
Xerox. Because of the vast amount of programming needed for
the city, it was determined that three years would be needed
to complete the total process. During that time the City
would analyze whether it would need to continue with
facilities management or if it would be more economical to
set up it's own self sufficient division. Most thought that
after the initial installations and programing with some
additional staff, the city could have its own data processing
section.
Since the original design, there have been two changes
that have drastically impacted the staffing levels required.

The major one to date, was the decision to include wordpro-
cessing on the central system. The original thought was to
purchase individual wordprocessors for each department
requesting them. However, after studying the system
capabilities of the McDonnell Douglas hardware it was
determined that the system could meet the wordprocessing
demands and save the City approximately $ 78,000.
However, it also meant that the training, maintenance
and answering of questions was shifted from the outside
vendor to the internal data processing staff (i.e. the Data
Systems Operator). This has greatly increased the workload
and also required that the Data Processing Operator be
present during the normal operating hours of City Hall. The
newly created Operator position, also has the additional
responsibility of processing jobs at night, which cannot be
done effectively during the day, due to closing down all
system applications.
In addition, the computer aided dispatch system (CADS)
was in its preliminary stages when the study work began and
it was not anticipated that the operations would be the
responsibility of the Data Processing division However, as
the packages were finalized, it was determined to locate it
in the Data Processing area where it could be properly
monitored and operated in a secure enviroment. The original
staffing levels did not take this operation into account.
The City Council did approve $10,000 for additional personnel
cost for current positions for fiscal year 1985-86, it was
included in the overall package of $ 550,000, for computer
aided dispatch.
The Senior Data Systems Operator will be responsible for on-
going training in the wordprocessing needs of the City and
instruction on the use of spreadsheets available on the
central system. Also the computer opertions that are related
to the computer aided system; will primarily fall on this
position. The troubleshooting of terminals, printers,
telecommunications and multiplexors will fall on this posi-
tion. The responsibility of training new computer operations
personnel will be a part of this position.
Because of these significant changes in data processing
operations from the original proposals, additional opera-
tional staff may need to be approved so that appropriate
support of the various city departments and maintenance of
the equipment and its programs may be maintained at the
appropriate standards.
