Recommended motion:
That the plans and specifications for the traffic signal modifica-
tions at Baseline and Muscott (Project HES R060 (6)) and 6th and
"D" Street (HES R200 (1) ) in accordance with Plan No. 6657, be
approved; and that the Director of Public Works/City Engineer be
authorized to advertise for bids.

STAFF REPORT
In late 1933 and early 1984, the City initiated program supple-
ments to the Federal-Aid Safety programs to provide for the improvement
of signals at the intersections of Baseline/Muscott and 6th/D Streets. As
provided by the program, 90% of the funding was to come from the federal
dollars and 10% from local monies. The sum of $51,000 for the improvement
of Baseline and Muscott was placed into the Street Construction account
and $22,000 for the improvements at 6th/D Street was allocated. At that
time, the local funding was $5,100 for Baseline/Muscott and $2,200 for
6th/D Street.
Plans for the improvements were prepared by contract consultants
and were completed in 1985. Complete plans and specifications were sub-
mitted to Caltrans for checking and authorization to advertise for bids,
but Caltrans' authorization was withheld pending completion of final
reports on other federally aided projects. The City has now received
authorization from Caltrans to proceed with the projects.
Improvements at Baseline/Muscott will provide a new controller,
left turn phases and upgrade to the signal poles and mast arms. Improve-
ments at 6th and "D" Street will provide new poles and mast arms and be
coordinated with the current development of the property at the southwest
corner.
The projects were combined into one set of plans and specs in
order to obtain better bid prices and provide a more bidable package to
the contractors.
The new Engineer's Estimate of construction costs is as follows:

The federal share of the project has been fixed at $65,700; however,
the precise construction costs will not be known until bids are received.
It is the recommendation of staff that the Director of Public
Works/City Engineer be authorized to advertise for bids for these projects
in conformance with the Plans and Specifications No. 6657 as approved by
Ca ltrans.
