Synopsis of Previous Council action:
None.
Recommended motion:
That the City Engineer and City Clerk be authorized to proceed with
initiating proceedings for the establishment of an assessment district
under the provisions of Chapter 12.90 of the San Bernardino Municipal
Code and that the City Engineer be directed to prepare an Engineer's
Report for the traffic signalization of University Parkway and Hallmark
Parkway, in the City of San Bernardino.

STAFF REPORT
It has long been recognized that traffic signals would be needed,
at University Parkway and Hallmark Parkway, upon full development of the
area. The traffic conditions have started to generate complaints and
accidents have been recorded. A study, done by our Traffic Engineering
Section, has indicated that traffic signals warrants are not satisfied at
this time, but will be in the near future.
A meeting was held on 2-21-86 with property owners in the area to
discuss methods of financing the cost for installing signals. It was
generally agreed that an assessment district appeared to be the most viable
method.
It is recommended that authorization be given to proceed with the
formation of an assessment district, in order that the traffic signals can
be in operation by the time the warrants are satisfied.
