STAFF REPORT
Attached for your review and approval is a listing of proposed
tran sporta ti on improvement projec ts i denti fi ed in the 1 oca 1
Transportation Improvement Program (TIP) for the City of San
Bernardino for FY 1987 through FY 1991. All local agencies in
the San Bernardino County are required to prepare TIP
submittals for projects to be funded by Federal monies throu~h
SANBAG's (San Bernardino Associated Governments) and SCAG s
(Southern California Association of Governments) review for
inclusion in the Regional TIP.
The purpose of the TIP process is to coordinate County and
Regional level planned expenditures of Federal, State and local
dollars in transportation improvement projects. TIP represents
the City's desire of major transportation projects to be
constructed in the next five years.
The program, internally consistant with the City's 5-year
Capital Improvement Program, is flexible and SUbject to further
revision, amendment, deletion and addition. It also assumes
that the existing Federal Transportation Funding will continue
to be provided in spite of the Gram-Rudman Bill, and allocated
on the basis of population distribution. The present funding
mechanism, the Transportation Act of 1982, is to expire the end
of FY 1986.
