NOTICE OF FILING APPLICATION
On February 5. 1986, SOUTHERN CALIFORNIA EDISON COMPANY
("Edison") filed an Application with the California Public
Utilities Commission ("Commission") requesting authority to change
rate levels for service rendered on and after June 1. 1986 pursuant
to the Energy Cost Adjustment Clause ("ECAC"). the Electric Revenue
Adjustment Mechanism and the Steel Surcharge Adjustment Clause as
adopted by the Commission.
The change in rate levels proposed in this Application will
result in a net estimated increase of approximately $696.5 million
on an annual basis. This amount does not include the increase in
revenues which Edison requested in 1985 in a pending ECAC

CHANGES IN RATES
The specLfLc rate changes requested by EdLson Ln thLs
ApplLcatLon are as follows:
1. An Lncrease Ln the Energy Cost Adjustment BLllLng Factors
("ECABFs") whLch wBl result Ln an Lncrease Ln revenue of
approxLmately $~13.~ mLllLon on an annual basLs. The
proposed ECABFs are based on (L) the forecast of fuel and
energy costs for the l2-month pdrLod commencLng June 1.
1986; and (iL) the l2-month amortLzatLon of the ECAC
Balancing Account estimated as of June 1. 1986.
2. An Lncrease Ln the Annual Energy Rate ("AER") whLch wLll
result Ln an Lncrease Ln revenue of approxLmately $171.4
mLllLon on an annual basLs. The proposed AER reflects 10~
of the estLmated costs applLcable for LnclusLon Ln ECAC
which EdLson expects to Lncur durLng the l2-month perLod
commencLng June 1. 1986.
3. An Lncrease Ln the ElectrLc Revenue Adjustment BL1ILng
Factor ("ERABF") whLch wLll result Ln an Lncrease Ln
revenue of approxLmately $11.6 mLllLon on an annual

basis. The proposed ERABF is based upon the balance in
the Electric Revenue Adjustment Mechanism Balancing
Account estimated as of June 1. 1986 and is calculated in
accordance with a previously adopted Commission procedure.
4. A decrease in the Steel Surcharge Adjustment Billing
Factor which will decrease charges required by law under
the Steel Surcharge Adjustment Clause by $14.2 million on
an annual basis. This decrease is based on the balance in
the Steel Surcharge Adjustment Account estimated as of
June 1. 1986.
5. Changes in rate levels set forth on those rate schedules
applicable to certain steel producers. as required by
Section 742 of the Public Utilities Code.
6. Authority to adjust ECAC rates at a future date to reflect
changes in energy costs when the costs of owning.
operating and maintaining Palo Verde Nuclear Generating
Station 2 are reflected in rates through the Major
Additions Adjustment Clause.
7. Authority to make other modifications to ECAC procedures
related to the inclusion of future costs in ECAC.
Edison is also requesting that the Commission review the
reasonableness of Edison's operations during the period from
December 1. 1984 through November 30. 1985.
IMPACT ON CUSTOMERS
If Edison's requests are approved by the Commission. the net
impact on various customer groups will be as follows:

ORDER MODIFYING DECISION 76598
It has come to our attention that there is no longer a need
for the Cost of Service Report, which was ordered in Decision (D.)
76598 on December 23, 1969, to be provided to the Commission by
Pacific Lighting Service Company and its affiliates, Southern
California Gas Company and Southern Counties Gas Company of
California. The Public Staff Division, which receives the report,
finds no need for it now or in the foreseeable future. Therefore, it
is appropriate for the Commission to issue an order that cancels the
portion of Ordering Paragraph 1 of D.76598 which specifies that cost
of service information be filed with the Commission on a monthly
basis by these utilities.
Finding of Fact
The Cost of Service Report required by D.76598 is not used
by the Commission's Public Staff Division.
Conclusion of Law
The requirement for filing the report should be terminated.

IT IS ORDERED that Ordering Paragraph 1 of D.76598 is
modified to eliminate the following phrase "...and four copies of the
monthly billing for service rendered pursuant thereto shall be filed
each month with the Commission."
In all other respects, D.76598 remains in full force and
effect.
This order is effective today.
