Dear r.layor \~i 1 cox, I'ladam and Si rs:
I wish to appeal the split decision rendered by the Building
COI;.'1Iission on Friday, February 7, 1986. This decision upheld
the outrageous bill, in excess of $1,000.00, for clean-up of
lot #136-441-07 located on South Washington Street.
I have been paying to the City, since its annexation of this
area, and prior to this, to the county, for lot clean-up of
this property as well as several others in the area. Last year,
I paid $80.00 for discing this same lot and this year I receive
a bill in excess of $1,000.00 for clean-up of same.
Mr. Les Fogassey of the Street Department claims building debris
was found there. I assure you I had no part in putting it there.
The numbers he presented to the board stretch my 'believability'.
I was billed for a total of 204,250 1bs. According to Mr. Fogassey,
in excess of 100 cubic yards were hauled away - 25 truck loads of
4 yards each. This amo~nts to 27,000 cubic feet which would fill
a space of 50 X 100 X 5 feet. Nowhere can I see such amounts
pictured on the photos presented at the meeting.
In checking over the solid weight receipts of 10-10-86, I find it
hard to believe that four people - 3 of whom I presume are the
drivers of International truck #435, Ford truck #420 and Ford
truck #422 - could load and transport to the dump, site #8, 19
loads carrying a total of 141,230 lbs.
This is billed as "additional handc1eaning", referring to invoice
#W12966, copy of which is enclosed. It definitely took much better
hands than I can conceive to handle and load 19 trucks with all that
debris in one day. The other six loads weighing 63,020 lbs were

loaded and delivered to dump on the next day, 10-11-86. The
breakdown of refuse class was as follows:
9 loads residential debris
5 loads commercial type debris
7 loads land clearing type, trees,
3 loads demolition type
1 load solid fill
Refuse class 1
Refuse class 2
bushes, etc. Refuse class 4
Refuse cl ass 8
Refuse class 8
The excesses, both in the figures and in the fee forces me to
appeal to you, Mayor Wilcox and to the Common Council, for a
reconsideration.
