Synopsis of Previous Commission/Council action:
-In July 1984. the Mayor and Common Council authorized Agency staff to apply for funds
in the amount of $112.900 for the Rental Rehabilitation Program.
-In September. 1984. the Mayor and Common Council authorized Agency staff to open a
checking account with First Interstate for the Rental Rehabilitation Program.
-In October. 1984. the Mayor and Common Council approved the transfer of administrative
responsibilities for the Rental Rehabilitation Program to West Side CDC.
-In December. 1984. the Mayor and Common Council authorized staff to submit a program
application to the U.S. Department of Housing and Urban Development for a second
year funding for the Rental Rehabilitation Program.
-In June. 1985. the Mayor and Common Council received and filed Rental Rehabilitation
Program status report.

STAFF REPORT
During fiscal year 1984/1985, West Side Community Development Corporation
approached Agency staff regarding the administration and implementation of the
newly-enacted Rental Rehabilitation Program (RRP). Funds to administer the
program were not included as an eligible cost of the program. However, West
Side CDC staff informed Agency staff that they were seeking foundation funding
and, if successful, felt this program could greatly assist their agency in
becoming financially self-sufficient.
West Side CDC has exhausted the funding received from the foundation and do
not have the resources to continue to administer the program. Therefore,
staff is recommending that the Mayor and Common Council consider terminating
the administration agreement with West Side CDC for the implementation of the
Rental Rehabilitation Program.

The U.S. Departient of Housing and Urban Developlent (HUD) recently established
the Rental Rehabilltatlon Progra. that Is designed to provide Rental
Rehabilitation grants to units of general local gover_nt to assist In the
rehabilitation of privately owned real estate properties used for residential
purposes. The prl..ry objective of the Progr.. Is to Increase the supply of
standard housing units affordable to lower Inc_ fa.llles. This Is achieved
by loaning governlent funds to assist In the rehabilitation of existing units,
and the provision of rental housing assistance to lower Inca.! fa.llles to help
th.. afford the rent of units In projects assisted with progrUl funds Dr find
Ilternltlve housing.
One of the IIDre unique feltures of the progr.. reletlve to other HUD housing
progr..s Is that grlnt recipients Ire .!2l to chlrge Illowlble expenses

RESOLUTION OF THE CITY OF SAN BERNARDINO AUTHORIZING
REDEVELOPMENT AGENCY STAFF TO NEGOTIATE WITH SAN BERNARDINO
WESTS IDE COMMUNITY DEVELOPMENT CORPORATION FOR ADMINISTRATION OF
RENTAL REHABILITATION PROGRAM.
BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY
OF SAN BERNARDINO AS FOLLOWS:
Section 1. The Executive Director of the Redevelopment
Agency of the City of San Bernardino is hereby authorized, on
behalf of the City of San Bernardino, to negotiate with the San
Bernardino Wests ide Community Development Corporation for
assumption by the San Bernardino Wests ide Community Development
Corporation of primary administrative responsibilities for and to
carry out the Rental Rehabilitation Program for the City of San
Bernardino. The agreement to be negotiated shall develop
appropriate procedures outlining the administrative functions and
responsibilities of the San Bernardino Wests ide Community
Development Corporation and the role of the Redevelopment Agency
of the City of San Bernardino in supervising or coordinating the
Rental Rehabilitation Program. The agreement, when negotiated,
shall be submitted to the Mayor and Common Council for
consideration.
