Agenda Item Noh ,.;;. - - -.. ... . - CltJ OF SAN BERNARDLA - REQUI.JT FOR COUNCIL AC...bN STAFF REPORT Agency staff received a memorandum from Annie Ramos, Director, Parks, Recreation and Community Services, regarding additional improvements at Nunez Park (attached). The Mayor and Common Council had previously approved CDBG funding for the installation of drainage facilities at Nunez Park. As a result of inadequate drainage, the asphalt at the center parking lot has deteriorated significantly. Additionally, when the drainage problem was corrected, inadequate or non-existing irrigation lay-out plans caused the destruction of irrigation lines, valves and sprinkler heads through no fault of the contractor. The attached memorandum details the work to be done and related costs, including the cost associated with the construction of a trash enclosure at the park. At its February 6, 1986 meeting, the Redevelopment Committee considered this item and recommended that the Mayor and Common Council approve the supplemental funding request at a level not to exceed $14,812, rather than the $20,000 requested. Further, the Committee recommended that the difference between the amount recommended for approval and the amount requested, $5,188, be placed in the CDBG Contingency Account. Adoption of the resolution by the Mayor and Common Council would authorize and direct staff to reimburse the Parks, Recreation and Community Services Department for costs incurred relating to the construction of additional improvements at Nunez Park at a level not to exceed $14,812. ~ 61lL 2/86 7$-D264 "...... """"'- - - - RESOLUTION NO. 1 2 3 4 RESOLUTION OF THE CITY OF SAN BERNARDINO AUTHORIZING AND DIRECTING THE REIMBURSEMENT TO PARKS, RECREATION AND COMMUNITY SERVICES DEPARTMENT OF FUNDS NOT TO EXCEED $14,812 IN COMMUNITY DEVELOPMENT BLOCK GRANT FUNDS FOR DRAINAGE IMPROVEMENTS AND TRASH ENCLOSURES AT NUNEZ PARK. BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY 5 OF SAN BERNARDINO AS FOLLOWS: 6 SECTION 1. The City of San Bernardino hereby grants to the 7 Department of Parks, Recreation and Community Services a sum not 8 to exceed $14,812, as reimbursement for correction work to 9 drainage at Nunez Park, and for construction and installation of 10 trash enclosures. All such work is to be done by City forces, 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 and the parks, Recreation and Community Services Department shall be entitled to reimbursement in a total amount not to exceed $14,812 from Community Development Block Grant funds. SECTION 2. The Executive Director of the Redevelopment Agency of the City of San Bernardino is hereby authorized and directed to reimburse to the Department of Parks, Recreation and Community Services of the City of San Bernardino a sum not to exceed $14,812, upon presentation by the Department of Parks, Recreation and Community Services of invoices and documentation evidencing the expenses incurred for correction of the drainage problem at Nunez Park, and for construction of the trash enclosures at Nunez Park, which documentation shall be in form satisfactory to the Executive Director of the Redevelopment Agency. I HEREBY CERTIFY that the foregoing resolution was duly adopted by the Mayor and Common Council of the City of San Bernardino at a meeting thereof, held on the .' RAMOS, DIRECTOR OF PARKS, RECREATION AND COMMUNITY SERVICES SUBJECT: NUNEZ PARK - CDBG IMPROVEMENTS DATE: November 2:6, 1985 (6540) COPIES: The contract work on the Nunez Park drainase has been completed. There is a remainins balance of approximately $2:0,000. I request consideration by your Department Staff to authorize some additional needed work utilizins funds from this remainins balance. Prior to completion of the drainase project there was a problem of no drainase and standins water. This condition caused the asphalt on the parkins lot to deteriorate. To resurface this area wi II cost approximately $1,581 accordins to an estimate by the Pub Ii c Servi ces Department. Durins the drainase construction work, irrisation lines, valves and sprinkler heads were destroyed. Because there were no existins plans of the irrisa- tion layout in that area, the contractor could not be held responsible. It is estimated that repair material wi II cost $1,2:31. The work would be done with in-house forces. In addition to the above items related to the drainase project, I would like to request authoriz- ation to utilize some of those remainins funds for another CDBG project, the trash enclosures. CDBG funds available for construction of a trash enclos- ure at Nunez Park are $8,659. It is estimated the project wi I I cost a total of $20,000. - , , '.
