Synopsis of Previous Council action:
Previous Planning Commission action:
At the meeting of the Planning Commission on February 4, 1986, the
following recommendation was made:
The application for Change of Zone No. 86-2 was unanimously
recommended for approval. The Negative Declaration for environmental
review was also recommended for approval.
Recommen<Jed motion:
To approve the responses to comments and to adopt the Negative
Declaration for environmental review which has been reviewed and
considered.
To approve, modify or reject the findings and the recommendation
of the Planning Commission and to direct the City Attorney to
prepare the necessary amendments to the Zoning Ordinance.

1. The proposal is to change the land use zoning district from R-2, Two-Family
Residential District to M-l, Light Industrial. The site consists of
approximately 1,09 acres and is located on the west side of "H" Street
between Vi rgi ni a and 16th Streets.
2. The San Bernardino General Plan designates the site and surrounding pro-
perties to the north and south as Light Industrial. Westerly of the site
in question is the 1-15 E freeway; and to the east Medium-High Density
Residential. Surrounding land use and zoning includes a vacant field to
the north and east within the M-IA, Limited Light Manufacturing zone and
R-2, R-3-1200 zoning respectively. The main 7-UP bottling plant adjoins
the subject property to the south and is zoned M-1.
3. The subject site is currently vacant. The applicant has indicated that
the site will be developed and utilized as additional parking for the
expanded 7-UP bottling faci lity located to the south. (Recently the
applicant was given approval on Review of Plans No. 85-130 concerning the
addition of a 20,000 square foot warehouse located south of the parcel in
question).
4, The proposed zone change would eliminate an incompatible R-2 spot zone
within the M-l land use pattern which extends along the west side of
"H" Street.
5. At the Environmental Review Committee Meeting held on January 16,1986,
Change of Zone No. 86-2 was recommended for adopti on of a negati ve
declaration.
6. The proposed M-l lone is in conformal'lce with the General Plan designation
of Light Manufacturing.
RECOMMENDA TI ON:
Based upon the observations, staff recommends adoption of the negative
declaration and approvai of lone Change No. 86-2,
