Synopsis of Previous Council action:
Previous Planning Commission action:
At the meeting of the Planning Commission on February 4, 1986, the
following recommendation was made:
The application for Change of Zone No. 86-1 was unanimously
recommended for approval. The Negative Declaration for environmental
review was also recommended for approval.
Recommen':led motion:
To approve the responses to comments and to adopt the Negative
Declaration for environmental review which has been reviewed and
considered.
To approve, modify or reject the findings and the recommendation
of the Planning Commission and to direct the City Attorney's office
to prepare the necessary amendments to the Zoning Ordinance.

1, The applicant requests approval to change the zone a 5,9 acre parcel from
110", Open Space zone, to A-P, Administrative Professional zone. The subject
property is located south of Highland Avenue, north of 21st Street, east
of Crestview Avenue (vacated) and west of Valencia Avenue,
2. Existing land uses on the site consist of parking for the adjacent hospital,
an underground water reservoir maintain~d by the City Water Department, and
the Agape House which is currently used as a counseling facility. Surrounding
land uses and zoning consist of: con~ercial uses zoned C-3A to the north,
Perris Hill Park zoned "a" to the east, Single-Family Residential uses zoned
R-1-7200 to the south and hospital parking zoned A-P to the west.
3, The San Bernardino General Plan designates quasi-public/hospital uses for
the subject site and for the property west of the site, Property to the north
of the site is designated for general commercial uses, property to the east
is designated for open space, and property to the south of the site is
designated for administrative and professional uses such as medical, legal
or co~nercial office buildings,
4, The zone change is intended to satisfy a condition of approval for Conditional
Use Permit No. 85-54, which was approved by the Planning Commission on
December 17, 1985, The approved C,U,P, allows for the expansion of the
Saint Bernardine's Hospital facility which includes the relocation of an
existing auditoriurr. to the subject property, In order for the auditorium
to be relocated, the site must be re2.oned from "0", which does not allow
perman~nt structures, to A-P, which permits the establishment of permanent
structures for administrative, office, and professional uses.
5, A traffic study was prepared by Robert Wirts, Traffic Engineer, for the site
and surrounding properties, and the conclusion stated "There will not be
any adverse traffic impacts to the surrounding street system due to expansion
of the hospital and construction of an additional medical office building."
Subsequent administrative and professional development permitted in the
proposed A-P zone should not adversely impact surrounding traffic arterials
or circulation on contiguous parcels.
6, The proposed zone change is consistent with the City of San Bernardino
Ceneral Plan, which designates quaSi-public/hospital uses for the site,
7. At their regularly scheduled meeting on January 16, 1985, the Environmental
Review Committee recommended the issuance of a negative declaration for
Change of Zone No. 86-1,

1. The proposed change' of zone conforms with the objectives of the City of
San Bernardino General Plan which designates the site for quasi-publici
hospital uses.
2. The proposed zone change wi.ll not adversely affect the adjoining land-uses,
nor the growth and development of the area in which it is proposed, in that
the site is currently used for parking and also has a pre-existing legal
non-conforming structure on the property.
3. The size (5.9 acres) and shape of the site are adequate to accomodate uses
normally permitted within the A-P zone,
4, The approval of the proposed change of zone will not be detrimental to the
peace, health, safety or general welfare of the citizens of San Bernardino.
