9-09-85 Resolution adopted awarding a contract to Kershaw Construction
Company, for the low bid price of $175,282,00
2-03-86 ---- Change Order No, One, approved to authorize payment for removal of a
concrete structure and for time lost due to unmarked water 1 ines, on a
time and materials basis, for a cost not to exceed $3,667,09, for an
increase in the contract price from $175,282.00 to $178,949,09,
Recommended motion:
That Change Order No, Two to the contract with Kershaw Construction
Company, for the construction of Seccombe Lake Storm Drain Lateral,
in accordance with Plan No, 6769, be approved; to authorize payment
for the construction of seven additional concrete collars, placement
of 25 tons of A,C" placement of seven additional sewer supports and
payment for a restocking fee for six lengths of RCP returned to vendor,
at a net increase in contract price of 56,453,00, from $178,949,09 to
$185,402,09,

STAFF REPORT
Durinq excavation for construction of the storm drain several conflicts with utility
facilities were encountered, These conflicts were a result of the facilities not
beinq in the locations shown on the records provided by the utility companies,
Adjustments were required from the planned aliqnment of the storm drain which necessi-
tated the Contractor to perform the extra items of work described below,

The contractor ordered specially made bevelled joints to allow the pipe to be in-
stalled on a curve, However, it was not possible to use these bevelled joints,
due to the adjustments required in the alignment to clear utilities, Regular
60-inch joints of reinforced concrete pipe were used, which necessitated the con-
struction of 3 concrete collars, The bid schedule in the original contract included
construction of 3 60-inch concrete collars at a unit price of $1,000 each, However,
the Contractor quoted a price of $900 each for these 3 additional concrete collars,
A catch basin was constructed on the north side of Fourth Street, east of Sierra
Way, under this contract. After construction of this catch basin was completed,
it was discovered that the street pavement was not installed on a grade that would
direct storm water to this facility, Installation of 25 tons of asphalt concrete
was required to achieve the proper drainage pattern, The Contractor quoted a
price of $25,00 per ton for installing this asphalt concrete,
The r,ontractor had to pay a restocking charge for the 6 lengths of the special
bevelled 60-inch pipe, Since the restocking charge levied by the pipe manufacturer
was due to circumstances beyond the Contractor's control, a claim for this fee has
been submitted to the City,
The installation of IS supports for sewer laterals was included in the contract,
However, 7 additional sewer laterals were encountered that were not of record,
Seven additional supports were required to protect the sewer laterals not shown
on the plans, The Contractor has agreed to install these 7 additional suoports at
the contract unit price of $100 each,
The total estimated project cost, based upon the actual low bid price, contained
an amount of $28,918 for contingencies, The total of Change Order No, 1 and 2 is
$10,120,09,
We have reviewed the prices quoted by the Contractor and feel they are fair and
reasonable, Therefore, we recommend that Change Order No, 2 be approved.
