STAFF REPORT
The plans for this widening have been prepared by the Engineering
Division, and the project is ready to be advertised for bids.
Additional right-of-way was required along the south side of Second
Street, between the freeway off-ramp and "H" Street. The owner of the
adjoining parcel, In-N-Out Burger, has agreed to dedicate the additional
right-of-way required to accommodate this widening.
The project will consist, in general, of widening the south side of
Second Street in order to provide the third eastbound traffic lane. This
additional lane will allow vehicles on the off-ramp to make a free right turn,
without having to stop and wait for a break in traffic. A westbound left
turn lane is presently provided at "H" Street. This left turn lane will be
deleted, due to the potential conflict with vehicles making a free right turn
from the off-ramp. Some minor widening will also be done on the north side of
Second Street, in order to provide minimum width traffic lanes.
Listed below is an estimate of the total project cost:
Construction Contract $ 64,152.00
Engineering & Inspection (W.O. #1701) 10,000.00
Sub- Total $ 74,152.00
Contingencies (15%)~ 11,148.00
TOTAL ESTH1ATED PROJECT COST $ 85,300.00
An initial amount of $10,000 has been allocated in the Street Construc-
tion Fund, under Account No. 242-362-57368, to finance the preliminary engineer-
ing and right of way acquisition costs. There will be no right of way costs,
since In-N-Out Burger has agreed to dedicate'the necessary additional right-
of-way. A cash deposit in the amount of $11,500 has been received from the
developer of the Best-Marshall Complex, in accordance with their conditions of
approval. This provides a total of $21,500 in available funds. Supplemental
funds in the amount of $63,800 will be needed to fully finance the total esti-
mated project cost.
No source has been identified for the necessary supplemental funding.
Therefore, we will propose the supplemental funding be provided in the 1986-
87 Street Construction Fund Budget.

Subject Future Plans for Santa Fe "A" Switching
Yard

The Mayor and Council requested that I inquire of Santa Fe what their
long range plans are for this switching yard, in relation to the merger
with Southern Pacific.
Attached is a copy of the letter from D. A. Morris, Division Engineer,
dated 1-23-86, In this letter Mr. Morris states that some of the switching
activity will be transferred to the Southern Pacific Yard in Bloomington
within one or two years of the merger.
In view of this information, I recommend that we defer action on replacement
of the Mt. Vernon Avenue overcrossing for one or two years, in order that
the number of switching tracks, if any, will be removed.

Dear Mr. Hardgrave:
Please refer to your letter of January 10, file 7.011/8.52,
concerning the Mt. Vernon Avenue Overcrossing between Second Street
and Fourth Street in San Bernardino.
Within a year or two of the merger, some of our switching
activities will be transferred to the Southern Pacific Yard in
Bloomington, however, the San Bernardino Yard will still remain
active. Also, our main trackage passes under the Mt. Vernon Avenue
Overcrossing, and the traffic on this line should not decrease.
