Synopsis of Previous Council action:
On January 9, 1986, the Mayor and Common Council ordered the issue of selling pound
animals for research to be placed on the June ballot.
Recommen-:led motion:
That the City Administrator be instructed to prepare a fiscal analysis on the ballot
measure concerning the policy of selling pound animals for research, and that the
analysis be submitted to the City Clerk by February 20, 1986 for inclusion in the
voter's pamphlet.

STAFF REPORT
Municipal Code Section 2.56.190 states that whenever a City measure
qual ifies for a place on the ballot, the Mayor and Common Council may
direct designated officers of the City to prepare an impartial fiscal
analysis of the measure showing the amount of any increase or decrease in
revenue or cost to the City of San Bernardino.
Since the adopti6n of this code section, the Mayor and Counci.l have
ordered a fiscal analysis on measures that have been placed on a City
ballot, including rent control, and the East Highland annexation.
The measure for selling ~nimals fo~ research wiTI be on the June 3,
1986, statewide primary ballot. If the Mayor and Council desire a fiscal
analysis on this measure, the appropriate motion must be made.
