RESOLUTION NO.
RESOLUTION OF THE CITY OF SAN BERNARDINO CALLING A SPECIAL
MUNICIPAL ELECTION AND REQUESTING THE BOARD OF SUPERVISORS OF THE
COUNTY OF SAN BERNARDINO TO CONSOLIDATE THE SPECIAL MUNICIPAL
ELECTION WITH THE STATEWIDE PRIMARY ELECTION TO BE HELD ON JUNE
3, 1986.
BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY
OF SAN BERNARDINO AS FOLLOWS:
SECTION 1. Recitals.
A. The Mayor and Common Council desire to submit to the
electors at a special n,unicipal election to bE held on June 3,
1986, an advisory measure relating to the sale of animals for
research purposes.
B. June 3, 1986, is also the date of a statewide primary
election.
C. It is desirable that the special municipal election be
consolidated with the statewide primary election to be held on
the same date; that within the City of San Bernardino the
precincts, polling places and election officers for the two
elections be the same; that the Board of Supervisors of the
County of San Bernardino canvass the returns of the City
election; and that the statewide primary election and the special
municipal election be held in all respects as if there were only
one election.
SECTION 2. Special Municipal Election. A special municipal
election is called and will be held in the City of San Bernardino
on Tuesday, June 3, 1986, for the purpose of submitting to the
qualified electors of the City, an advisory measure as proposed

and submitted by the ~ayor and Common Council by resolution

adopted or to be adopted.

SECTION 3. Request for Consolidation. Pursuant to Section
23302 of the Elections Code, the Mayor and Common Council of the
City of San Bernardino request that the Board of Supervisors of
the County of San Bernardino consolidate the City's special
municipal election with the statewide primary election to be held
on June 3, 1986.
SECTION 4. Advisory Measure. The advisory measure to be
voted on at the special municipal election as it is to appear on
the ballot shall be as follows:

letter printed on the left margin of the square containing the
description of the measure as provided in the Elections Code of
the State of California.

Bernardino shall make additional copies of the advisory measure
available upon request, and shall request the County Registrar of
Voters to include the measure in the County's voter pamphlet and
in the sample ballot sent to all registered voters.
SECTION 6. The Board of Supervisors of the County of San
Bernardino is authorized to canvass the returns of the special
municipal election called by this resolution, and to conduct the
special municipal election and the statewide primary election in
all respects as if there were only one election with only one
form of ballot.
SECTION 7. The Mayor and Common Council of the City of San
Bernardino request the Board of Supervisors of the County of San
Bernardino to issue instructions to the Registrar of Voters to
take all steps necessary for the holding of the consolidated
election.
SECTION 8. Submission of Arguments ~Rebuttal Argumen~~.
A. The Mayor and Common Councilor any member authorized by
Councilor any registered voter or bona fide association of
citizens entitled to vote on the proposal is invited to submit
and file with the City Clerk for printing and distribution in the
ballot pamphlet an argument for or against the measure. Such
argument shall not exceed three hundred (300) words in length,
shall be accompanied by no more than five (5) signatures, and
shall be accompanied by the statement in Section 5350 of the
Elections Code.
B. The last day for submission of primary arguments for or
against the measure has been established as 4:30 p.m. on Tuesday,
March 4, 1986, in the City Clerk's Office, Second Floor, City
Hall, 300 North "D" Street, San Bernardino.

C. The last day for receipt of rebuttal arguments is 4:30
p.m. on Tuesday, March 11, 1986, in the City Clerk's Office at
the above location.
SECTION 9. The City Clerk of the City of San Bernardino is
directed to file a certified copy of this resolution with the
Board of Supervisors of the County of San Bernardino, and a copy
to the Registrar of Voters of the County of San Bernardino.
