Recommen<:led motion:
That authorization be granted to prepare the plans, specifications
and estimate, for replacement of expansion joints in the three-
level parking structure, with the necessary supplemental funding
to be identified after the bids are received.

STAFF REPORT
The 3-level parking structure was constructed with metal plates over
the expansion joints. During the time this structure has been in use, these
plates have been torn loose by forces exerted by vehicular traffic. Repeated
maintenance effort has been required over the years to secure these plates.
However, the holes have been torn out and repaired so many times that in-
sufficient material is left to perform effective repairs.

A preliminary estimate of cost for installing gaskets in the remaining
expansion joints is $30,000. This amount is just for the driving lanes, since
the metal plates within the parking spaces are still secured.
Due to the continuing maintenance effort needed, and potential liability,
it is recommended that action be taken to have the expansion joints replaced
with the compression type.
It is planned for the work to be done by a Contractor, in accordance
with plans and specifications prepared by the Engineering Division.
A price quote of $29,000 has been received from the contractor that
installed a compression type gasket in one expansion joint as a pilot project.
We feel a better price could probably be secured throu9h the competitive
bidding process.
These expansion joints have required continuing maintenance since the
3-level structure was constructed. It was not possible to predict with any
degree of precision when the bolt holes in the concrete deck would reach a
point where further repairs would no longer be effective. For this reason,
no funds were included in the 1985-86 8udget.
The operator of the Central City Mall has placed the City on notice
about this condition. This action could possibly make the City liable in
case of an accident. Therefore, we feel this matter should not be deferred
until the 1986-87 Budget.
These compression type joints are routinely installed on roadway
bridges. They have an expected life of about 25 years.
Approximately $12,000 of the needed funds have been identified from
salary savings in the Publ ic Buildings Division. The additional funds required
to finance the total project cost will be identified after the bids are opened
and the actual contract price determined.
