Recommended motion:
That the recommendation of the Community Cable Television Commission to hire
a CATV consultant/coordinator based upon the collection of information on
available qualified personnel be approved; further. that the City Attorney
be directed to prepare in draft form the appropriate resolution and contract
for Mayor and Council perusal.

The Cable TV
meeting, made
approved:
We recommend the hiring of a CATV Coordinator at $35,000 per
year as a consultant to accomplish but not be limited to the
following:
Commission, at its special January 27, 1986
the following motion which was unanimously
1. Administer Community TV Plan, designed to order the
activities of community access programming.
2. Administer franchise agreements.
3. Prepare agenda items for the City Council and Cable
Television Commission.
4. Respond to and investigate citizen and subscriber
complaints or questions.
5. Provide resources to community programmers.
6. Inform community of local and access programming.
7. Determine how air time will be allocated and the
frequency of programming per week.
8. Define limits on program contents.
9. Assist the City, local organizations, educatioDBl
institutions and any other individuals or groups
who desire to produce programming.
10. Set up training workshops on the use of the produc-
tion facility and equipment and make available,
program interns to assist the community in produc-
ing programming.
11. Prepare newsletters, video arts festival, community
workshops, tapes.
12. Review all requests for community programming funds
and oversee activities of access channel.
13. Facilitate public participation in local programm-
ing and insure community access.
14. Recommend policy and procedures for administering
the public access program.
15. Assign space on community access channel.

16. Control resources provided by cable firms.
17. Present public discussion groups.
18. Maintain line of communication between City and
residents.
19. Provide a variety of programming.
20. Inform community of services and benefits of cable
TV.
21. Recommend who is eligible to use the community
programming facilities.
22. Submit a budget for the City's cable television
activities.
23. Establish cable television training schedule for
City employees.
24. Be financially accountable to City Council.
25. Recommend TV equipment purchases.
26. Work with department. beads in the establishment of
cable television goals and objectives.
27. All recommendations for cable television programm-
ing, policy and other access use be submitted to
the Community Cabletelevision Commission for
approval.
The position is to be evaluated at the end of twelve months
to determine of the objectives have been met and a possible
appointment to a staff position. The objective is to begin
some community access programming for San Bernardino.
