Synopsis of Previous Council action:
Existing speed limits of these streets were adopted by the Mayor and
Common Council at various times, generally around 1978 and 1979.
Recommen<:led motion:
That the updated radar speed surveys of 13 streets, conducted by the
Engineering Division of the Public Works Department be approved and that
the City Attorney be instructed to prepare the necessary ordinance amendments.

STAFF REPORT
As required by the State Law to prohibit speed traps, the Engineering
Division has completed the updating of Traffic Engineering Radar Speed
Surveys for a total of thirteen streets in the City. These surveys have
to be kept current within five years, so that the enforcement agency
(Police Department) can utilize radar to enforce speed laws. The
thirteen streets surveyed and their recommended speed limits are
tabula ted on the attached 1 i st.
Most of the existing speed limits of these thirteen streets are
recommended to remain the same. The only major change is the revision
of Mt. Vernon Avenue, between 7th Street to 27th Street, from the
existing 35 mph to 40 mph due to the critical speed (85th percentile)
measured at 42 mph and almost all traffic is traveling between 30 and 45
mph under fairly safe conditions. Other minor changes include the
extension of 40 mph speed zone on Del Rosa Avenue to sections that used
to be in the County, between 19th Street to Citrus Avenue, and the
change of 35 mph on "D" Street, between 28th Street and Marshall
Boulevard to 25 mph prima facie speed limit for the residential area.
The study has been reviewed by the Mayor's Traffic Safety Committee at
their December 11, 1985, meeting, and subsequently recommended approval
by the Mayor and Common Council.
INSTRUCTION TO CITY ATTORNEY
Amend Ordinance Section 10.52.020, "D" Street to read -- between 6th
Street and 28th Street.
Amend Ordinance Section 10.52.020, Mt. Vernon Avenue to read -- between
Grant Street and Rialto Avenue.
Amend Ordinance Section 10.52.030, add -- Mt. Vernon Avenue between 7th
Street and 27th Street.
Amend Ordinance Section 10.52.030, Del Rosa Avenue to read -- between
19th Street to Pumalo; between 200 feet south of Date Street to Citrus
Street; between Marshall Boulevard and Eureka Street between Foothill
Boulevard to Bonita Vista Drive.
