Synopsis of Previous Council action:
Council meeting of September 9, 1985:
Parks, Recreation and Community Services Department was directed to work with
the Parks and Recreation Commission to develop policy guidelines for use of City
Parks by non-profit organizations for fund raising activities. This action
was the result of concerns raised by the request by the YMCA to utilize City
Parks for the sale of Christmas trees.
Recommended motion:
That the policy guidelines established by the Park, Recreation and
Community Services Department relative to the use of City parks by non-
profit organizations for fund-raising activities be adopted.

STAFF REPORT
Attachment No.1 is the proposed guidelines which were adopted by the Parks
and Recreation Commission at its November 21, 1985 meeting.
The guidelines restrict use of city parks and park parking lots to legally
established local non-profit organizations, when the use is for fund raising
activities. Types of activities are limited and the guidelines are intended to
protect the public's general use of the parks.
Guidelines and procedures will be administered through the Parks,
Recreation and Community Services Department. Fee for approved use under these guide-
lines is proposed for $100 per day of use.
A survey of neighboring cities revealed that no other city had specific
guidelines or established fees relative to this type of use. Most department
administrators indicated generally that such use was rare and they usually
discouraged use where a fee is charged due to such activities being considered
incompatible with ~e purpose of city parks. Attachment #2 is a summary of
findings.

charitable corporation, who has qualified as an exempt

Sect ion 501 (c) (:3) and Revenue and Taxa.t ion Code of the
