Recommended motion:
That the recommendation of the Central City Parking Place Commission to permit
Wes McDaniel, Executive Director of SANBAG and Frank Schuma, Planning Director
to investigate the feasibility of developing a Central Parking Structure and
Transit Terminal complex between 4th and 5th Street and "0" and "E" Streets,
be approved and that the preliminary implementation plan be presented to the
Parking Place Commission for review.

STAFF REPORT
The Central City Parking Place Commission at their December 5, 1985,
regular meeting invited Wes McDaniel, Executive Director of SANBAG and Frank
Schuma, Planning Director to discuss the possibility of utilizing Federal Urban
Mass Transit Administration grant (2 million dollars available at present time)
to initiate the development of a downtown parking garage and transit terminal
complex project, as proposed in the American City Study. A lot of concern
and interest has been generated with regard to this project since public
parking will be crucial in the downtown area and the infrastructure, if
planned in a careful manner, does provide a basic foundation to stimulate
local business and economy.
The Commission concluded their discussion by recommending the
following motion to the Mayor and Common Council:
"That the Central City Parking Place Commission recommend to the
Mayor and Council that Wes McDaniel, Executive Director of SANBAG,
and Frank Schuma, City Planning Director, investigate the
feasibility of developing a Central Parking Structure and
Transit Terminal complex between 4th and 5th Street and 'D'
and 'E' Streets, and bring back a preliminary implementation
plan to the Parking Place Commission for review,"
