Redevelopment Committee approved authorization for
Allen R. Briggs to attend conference on tax-exempt
financing.
Recommended motion:
1. Authorize Sr. Asst. City Attorney Allen R. Briggs to attend
conference on tax-exempt financing to be held in San Diego
on January 9 and 10, 1986.
2. Transfer $700 from unappropriated reserve to City Attorney's
Meetings and Conferences Account.

STAFF REPORT
Senior Assistant City Attorney Allen R. Briggs has requested that
he be permitted to attend a conference on tax-exempt financing
for residential, commercial and industrial real estate being held
on January 9 and 10, 1986 in San Diego. The conference is
sponsored by the National Real Estate Development Center, and
features workshops and programs on the legal and financial
aspects of such financings.
Nationally recognized experts on bond financing of various types
will be included in the presentations.
Mr. Briggs believes the conference will substantially enhance his
ability to evaluate bond issues and bond documents presented to
him for review, and will better enable him to respond to Council
and Commission inquiries concerning bond documents.
The Redevelopment Committee has recommended that Mr. Briggs be
authorized to attend the meeting, but that funding be provided by
the City, with the City Attorney's budget enhanced to cover the
unanticipated expense. The Economic Development Council will be
contacted by the Redevelopment Agency and asked to participate in
the cost of Mr. Briggs' participation.
URGENCY: The conference is scheduled for January 9 and 10, 1986,
but registration fee is $475 if paid before December 30, and $575
if paid after that date. The Redevelopment Committee asked that
this be presented as a City Agenda item, and that it be walked on
since it was considered too late to be included in the City's
agenda. Committee recommendation was made Thursday, December 19,
1985.
