Synopsis of Previous Council action:
On April 6. 1981 Ordinance MC-41 was approved permitting a fifty
cent surcharge per trip to existing meter fees for taxicab service.
Recommended motion:
That the City Attorney be instructed to prepare an
ordinance that would increase the taxicab surcharge rate by
$.50 for a period not to exceed ninety days 'during the in-
stallation of. new taxicab meters; after ninety days, the
total surcharge ($1.00) and the extra passenger charge
($.25) would be deleted. The ordinance would also increase
the flag drop rate of $1.90 for the first 1llO mile and
$.20 for each additional 1/5 mile with waiting time of
$9.00 per hour and $.25 charge for handling baggage and
grocer ie s .

STAFF REPORT,
At the Bureau of Franchises meeting held on October I, 1985, Mr. Art Parlas
owner of the Yellow Cab Company requested an increase of $.50 in the taxicab
surcharge rate due to an insurance premium increase from $2,326.00 to $4,318.00
per cab.
The Bureau of Franchises requested that Mr. Parlas provide documentation
to substantiate the need for an increase in the surcharge and a cost estimate
for new taxicab meters that would reflect the full fare. It is current practice
to add the surcharge of $.50 to the amount registered on the meter. Mr. Parlas
indicated that his current taxi meters could not be adjusted to reflect a higher
rate. Mr. Parlas subsequently submitted a price of $425.00 to install a new
meter in each taxicab.
On behalf of Mr. Parlas Councilman Steve Marks requested that the City
Administrator conduct a survey of area cab rates. It was found that the City of
San Bernardino taxicab rates are the lowest in the area. A copy of the survey is
attached.
At the Bureau of Franchises meeting held December 10, 1985, a motion made by
Mr. Vines and seconded by Mr. Kindig that the taxicab surcharge rate be increased
by $.50 for a period of thirty to ninety days to permit an increase in rates
during installation of new taxicab meters, then delete surcharge, extra passenger
charge, and increase the flag drop rate to $1.90 for first 1/10 mile and $.20
for each additional 1/5 mile with waiting time charge of $9.00 per hour and $.25
charge for handling,baggage and groceries carried unanimously.
The new taxicab rate would increase the fare from $2.10 for first mile to
$2.70 for the first mile and the new taxi meters would reflect the full charge.

. Attachment I is an analysis 01 the area cab rates.
The rates are straightforward and listed in descending order.
You will note immediately that the San Bernardino cab compan-
ies are not charging the maximum allowed under current City
code. (Please see Attachment II).
However, it would appear that in either case, the City of San
Bernardino cabs are the lowest both on the first mile, the
initial .flagdrop., and on a per-mile basis.
The area norm appears to be about $3.00 for the first mile
(combination of .flagdrop. and mileage charges). Naturally
the higher the "flagdrop" charge, the more is made per rider.
The low mileage is to attract long-distance passengers.
Note tbe surcharge was placed on the cabs during the gas
crisis and has not been repealed. It is counted in first
mile costs.
The "flagdrop. should be increased to drop tbe surcharge.

Request for Taxi Rate Increase
We have had our current me~er rates in effect for app-
roximately ten (10) years without an increase. We are
now requestiqg an immediate increase in the current
sur charge from 50~ to $1.00 for thirty to ninety days
to give us time to order and install new meters in all
of the taxi cabs, The cost of this will be approximat-

ely $425.00 for each meter installed. After all the new

meters are installed, we are requesting a flag drop of
$1.90 for the first 1/9 mile and 20~ for each additional
1/5 mile. $1.00 per mile, 25~ baggage and grocery handl-
ing charge and $9.00 per hour waiting time. This would
eliminate the sur charge and the extra passenger charge.
The granting of this request would enable us to help
keep up with the ever rising costs of operation, namely
insurance premiums, replacement vehicles and parts and
labor, while still having one of the lowest taxi rates
in the nation.

The above Taxicab operations was insured with the California
Standard Indemnity Company from August l, 1984 to 1985 at a
premium of $2,326.00 per cab.
In June 1985 we learned th~~the California Standard Indemnity
Company was being closed by the California Insurance Commissioner's
office due to financial problems. We immediately looked for
another insurance market.
The cost as of June 30, 1985 through the California Assigned
Risk Plan Association is $4,318.00 per cab.

Please be informed that the meters in our cabs are adjustable.
After the meter is set, the cab is placed on a dynometer and
the meter is certified by the Department of Weights and Mea~-
ures. County of San Bernardino.
An on going inspection of all meters in our operational cibs
are conducte~ by the department staff. Since t~e meters are

adjustable. they would reflect any increases at a later date
if it was granted by your bureau of franchises.
Af'ter reviewing all the InfoI'!Tlatiori and prevalin!; rates in other
cities, I am requesting a $1.00 surcharge instead of .50t as
per my original request.
