STAFF REPORT
In order for the lake to be used and enjoyed by everyone who
visits the park, the lake has been designed for fishing only in designated
areas. For instance, the lake depth has been designed deeper in the north
and east perimeters of the lake to make it more conducive for good fish
habitats and fishing.
Safety to all visitors to the park also is a prime reason for des-
ignated fishing areas. The lake has several visitor promenade areas
in the west and south perimeters. To allow fishing in these areas
would be to jeopardize the safety of those non-fishing visitors who
would be strolling or sitting in and around these areas.
The State Fish & Game Department will be responsible for enforcing
all California fishing laws. In addition and in order for them to
enforce the designated fishing area limitations, Chapter 12.76 of the
Municipal Code relevant to Seccombe Lake Park must be amended to include
the newly designated fishing area section.

3 12.76.045 TO THE SAN BERNARDINO MUNICIPAL CODE TO DECLARE FISHING
IN THE SECCOMBE LAKE TO BE UNLAWFUL EXCEPT IN DESIGNATED AREAS.

THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BERNARDINO
5 DO ORDAIN AS FOLLOWS:

SECTION 1. Section 12.76.045 is added to the San Bernardino
i Municipal Code to read:
8 "12.76.045 Fishing unlawful.
9 It is unlawful for anyone to fish on the lake except in
10 designated areas and subject to any regulations imposed by the
11 State Fish and Game laws and to any regulation that may be
12 imposed by the Common Council."
