STAFF REPORT
The property owner of the 9.3 acre parcel, North of the 1-10
Freeway, West of Tippecanoe Avenue, requested annexation to the
City, and the subdivision to the North of this area was
included, based on the fact that the L.A.F.C. would ask for the
additional land to be included within the annexation. The
L.A.F.C. has approved of this proposed annexati on and the next
step is to hold a publ ic hearing because there are more than 72
regi stered voters wi thin the area to be annexed. The attached
resolution sets this hearing date, and we recommend approval of
the resolution.

RESOLUTION NO.
RESOLUTION OF THE CITY OF SAN BERNARDINO INITIATING
PROCEEDINGS AND SETTING A HEARING FOR AN ANNEXATION DESIGNATED
LAFC 2354.
BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY
OF SAN BERNARDINO AS FOLLOWS:
SECTION 1. Recitals.
(a) Preliminary proceedings for a reorganization
8 (annexation) were initiated when the City of San Bernardino filed
9 its Resolution No. 85-363, applying to the Local Agency Formation
10 Commission in the County of San Bernardino for annexation of
11 certain territory pursuant to Government Code Section 35000, et
12 seq.

(b) No city other than the City of San Bernardino is
14 affected by this annexation.

(c) The proposal is for annexation of the territory
16 described below to the City of San Bernardino. The area is
17 legally inhabited with 74 registered voters. It has an assessed
18 valuation of $3,834,563.00.

(d) Landowners in the proposed annexation have requested
20 annexation to the City of San Bernardino to receive extended urban
21 services.

(e) The Local Agency Formation Commission has set forth the
23 following terms and conditions in its Resolution No. 2022.

"Condition No.1. The conducting authority for this
25 proceeding shall be the City Council of the City of San
26 Bernard ino .

"Condition No.2. The boundaries are approved as set forth
28 in Exhibit "A" attached.

"Condition No.3. The following distinctive short form
2 designation shall be used throughout this pr0ceeding: LAFC 2354.

"Condition No.4. Included in the City I S resolution
4 depicting final action shall be the detachment of County Service
5 Area 38, Improvement Zone A of CSA 70 without split of assets or
6 Iiabi Ii ties.

"Condition No.5. The date of issuance of the Certificate
8 of Completion shall be the effective date of this annexation.

(f) A general description of the boundaries for the
10 proposed annexation is as follows:
11 Proposed Annexation
12 North of Redlands Freeway, West of Tippecanoe Avenue
13 All of Tract 2743 as per plat recorded in Book 38 of Maps,
page 47 of the County Recorder of San Bernardino County,
14 State of California and that portion of Lot 5, Block 72
Rancho San Bernardino recorded in Book 7 of Maps, page 2
15 record! of said County together with the adjoini~g streets
described as follows:

Commencing at the point of intersection of the North.'esterly
17 right-of-way line for 1-10 (Redlands) Freeway and the
centerline of Tippecanoe Avenue, said point being also Point
18 "A"; thence Course "A" Southwesterly along said Northeasterly
prolongation and said Northwest right-of-way line a distance
19 of 1400 feet, more or less, to an angle point on the City
limit line for the City of San Bernardino, said point being
20 the True Point of Beginning; thence North along said City
limit line 1100 feet, more or less, to an angle point in
21 said City limit line; thence East along said City limit 1375
feet, more or less, to an angle point in said City limit
22 line said point being also the centerline of said Tippecanoe
Avenue; thence leaving said City limit line South along said
23 centerline to said Point "A"; thence Course "A" 775 feet,
more or less, to the True Point of Beginning.

Containing 30 acres more or less.
26 SECTION 2. Hearing.
27 (a) A public hearing will be conducted on Monday, January
28 20th, 1986, to be held in the Council Chambers, City Hall, 300

1 North "D" Street, San Bernardino, California, at the hour of 9:00
2 a.m., or as soon after that time as the matter may be heard, to
3 receive, consider and rule upon written protests to the
4 annexation designated LAFC 2354.

(b) Any interested person may file a written protest
6 against the annexation with the City Clerk not later than the
7 hour set for hear ing.
