CI1C OF SAN BERNARDICD - REQUOT FOR COUNCIL Ac:)ON STAFF REPORT The City received of Water Resources was restoration projects. dated September 30.) notice in mid-October that the State Department sol iciting grant appl icat"bns for local stream (See attached copy of letter of notification, This department staff together with City Engineering staff discussed potential projects which the City could propose which could be done with the limited amount of funds available through the program and which meet the criteria. Because the City is already involved in upgrading Meadowbrook Park, through which runs Warm Creek, it was decided that requesting funds from the local stream restoration projects program to supplement the funding on the present project would be the most viable one to pursue. In order to meet the November 30, 1985 deadline, a tentative application was submitted by this department in conjunction with the Engineering Depart- ment to the Stream Restoration Program. The project proposes to clean up and restore the natural environment along that portion of Warm Creek which runs between Sierra Way and the Western Boundary of Meadowbrook Park The cost of the project is estimated at $19,960. These funds would be added to the present project funded at $65,000 by a Community Development Block Grant. The work on the entire project is scheduled to be done by City forces and California Conservation Corp. Our request is that the Parks, Recreation & Community Services Department be authorized to proceed with their application effort. September 30, 1985 JI Dear Urban Streams Restoration Grant Applicant: I The Department of Water Resources is now so11ci ting grant app11cations for local stream restoration projects. The purpose of this program is to prevent property damage by floods and bank erosion and to restore the natural values of streams. The grants can fund projects as simple as organizing volunteer help to monitor and cleanup streams or can fund complex stream restoration work.' Before filling out the application carefully read the attached "Policies for the Implementation of the Urban Streams Program." Your grant applicaticn will be reviewed by an interdisciplinary team of eight professionals repre- senting the Departments of Water Resources and Fish and Game. This team will evaluate your spplication on the basis of how it meets the policies and priorities in this po11cies document. You may apply for small grants of a few hundred dollars up to a lim! t of $20,000. We anticipate raising the 11m! t next fiscal year. We have attempted to make this grant application process as simple as possible in order to encourage small local agencies, districts or nonprofit organiza- tions to take part in the Stream Restoration Program.
