This material was found to a depth of four feet below the finish surface. In order to comply with the Standard Specification, the material below the structural section must have an "R" value of 70, or greater. A sample of the unsuitable material to be excavated indicated an "R" value of 48 and a sand equiva- lent of 4. Compensation for this Change Order will be on a "time and materials" basis (Force Account). The estimated increase in contract cost is $4,000.00. We recommend that Change Order No. El even be approved.
