Synopsis of Previous Council action:
Mayor and Common Council approved $18,375 in the 85/86 Animal Control Budget
to fund a temporary door-to-door dog license canvassing program, destined to
expire mid-December, 1985.
Recommended motion:
1. That the door-to-door dog License Canvassing Program which is scheduled
to expire mid-December, be extended through March 31, 1986.
2. That the Animal Control budget be amended to include a $12,000 increase in
part-time salaries and a $12,000 increase in 'dog license revenues.

Subsequent to the approval of the preliminary 85/86 budget, the Animal Control
Department employed four part-time, temporary License Checkers.
Early August, the License Checkers launched their aggressive door-to-door
campaign of locating unlicensed dogs and issuing "Notice to Correct Violation
of Municipal Code" to their owners, producing significant increases in dog
license revenue. The following figures compare the amounts of license and
pena lty revenues co 11 ected duri ng. the three-month period, August, September
and October in 1983, 84 and 1985:

* In 1983 and 1984 there was no active enforcement program.
The increase of $21,500 or 96% over the previous year is a result of our
enforcement program. As of November 19, 1985, $9,000 has been received as
compared to a previous two year average of $2,000 for the entire month of
November. We estimate a November month-end total of $14,300.
Presently, the four License Checkers cost $160 per day, each day worked, or
approximately $3,100 per month. The Department was budgeted $18,375 to fund
the program up to (approximately) December 10, 1985. At their current pace,
the License Checkers will have generated an additional $49,800 for the period
August through December (five months) over and above the average revenues
collected during that same period in the previous two years.
For this reason, we are seeking approval of an amount not to exceed $12,000 to
extend the License Canvassing Program (approximately) December 10, 1985 through
the end of March, 1986. If approved, we anticipate generating approximately
$45,000 in license and penalty revenues for the period January through March
1986, as compared to an average of $4,500 collected in that same period during
1982 and 1983.
